When the rate of interest established by the new funding bill be three or three and one half per cent, it is believed by capable financiers that the provisions of the bill are such as to impart to the market a decidedly bullish tendency. The fourth section of the funding bill authorizes the Secretary ofthe Treasury, whenever he shall in his discretion deem it necessary, to use not exceeding $50,000,000 of the standard gold and silver coin in the Treasury in the redemption of the five and six per cent bonds of the United States, which are authorized to be refunded by the provisions of the Act, and it likewise permits him at any time to apply the surplus money in the Treasury not otherwise appropriated, or so much of it as he may consider proper, to the certificates, such bonds and certificates, so purchased or redeemed, not to constitute any part of the sinking fund, but to be cancelled. The practical meaning of this is, that the Secretary may at once throw $50,000,000 of silver coin upon the market, and that he may add to this amount at his discretion from the surplus revenues in the Treasury. This means inflation, and nothing less; and it fully explains the bullish feeling which at present pervades the the market. It is to be specially noted that neither party to the funding issue in Congress has as yet taken exception to this pregnant section of the Act. Both sides fully comprehend its significance. It gives into the hands of the Secretary power to make money so plentiful, acording to his individual discretion, that inflation of prices all along the line will be the inevitable result. We may reasonably infer that such is the desire of Congress in its present mode. We may also expect that Mr. Sherman, or any other Secretary of the Treasury, will exercise to the fullest extent the power thus given him. What sort of an influence on the price of stock the throwing of $50,000,000 of money on the market would have, it is hardly necessary to stop to discuss with persons of ordinary financial intelligence.
