President. - Telephone 365 Editorial NATIONAL POLITICAL HISTORY 11AS BERN MADE Political history was made in Ogden last week when Democrat lead-er- a from the Pacific coast and Rocky Mountain states staged a national conference at the Hotel Uigelow. Ae most remarkable feature of the conference was the interest it created in the east and south. The conference revealed the fact that party workers were for A1 Smith for pre-electi- lukepresident, notwithstanding the Demowestern warmness of all those crats who are holding high office. Neither Senator William H. King or Governor George Dvm of Utah attended the conference, nor were they represented. The democrat governor of Colorado was also vonBpicious by his absence, as was also the Democrat governor of Arizona. Of course it will be claimed that their presence was necessary at the Colorado river conference in Denver, but there was nothing to prevent their having personal representatives present Even Senator Walch of Contana was among the absent To one outside looking in it appears that western Democrats arc tiring of eastern and southern dictation, and it will not be strange if a western bloc makes its appearance among Democrat congressmen in the next house of congress. It might be well for western Republicans to stage an independence conference before the next national convention; they would surely find support with the already powerful farm bloc. mid-we- st ' AND IT WAS THOUGHT TRAVEL FUNDS WERE BUDGETED If Utah were so inclined, now would be a fine time to stage a political revolution. Governor Dern is in Denver attending the Colorado River con- ference; Secretary of Stato Crockett and H. C. Hicks of the state securities commission are en route to Atlanta, Georgia, where they will attend the National Association of Securities Commissioners; State Road Commissioners Blood, Peterson and Parker, with State Road Engineer II. S. Kerr, will depart Saturday to be present at the meeting of the American Association of State Highway Officials. It is fortunate that Utah's delegation and a few mayors and the prohibition director are now in the state. IS UTAH TO BE ROBBED OF HER GREAT RESOURCES? After seven years of effort, both constructive and destructive, the states of the Colorado basin are no further along with the Colorado river pact than when they started. At this time it does not appear that the Denver conference will get anywhere, and it is just possible that it will be to the advantage of Utah if it ends in failure. The big proposition with Utah, in the Colorado river question, is that of power, and Utah has more power sites within her borders than any two of the basin states. Ninety per cent of our lands suitable for irrigation have prior rights to the water of the river and its tributaries, and there will never be less water for power purposes, no matter how many Boulder dams are built below tho Arizona-Uta- h Boulder dam is built r not. So far a Utah is concerned she will not have to share with other states in a dam site as does Nevada and Arizona or California and Arizona. So it is, if the lower basin state do not agree, or if the agreement is not fair to Utah and the upper basin states, let there be disagreement. As it now appeals the lower basin states are to get more than they are entitled to, and they arc fighting over a division of the spoils. If the river is thrown open, Utah, with 450 miles of the river within her borders, will become the greatest hydroelectric power state in the union, and this, with her great coal supply, will make her the greatest manufacturing state. It looks as though any agreement that is made will be at the expense of Utah.
