Even those who smoke as much after going through the program as before, came out with a new resolve to one day quit. Kevin Condra, health promo- tions director, told board of health members the program has shown some surprising results results which indicate teens are fully aware of the dangers they face by smoking and are willing to quit. Teens sent through the health department's smoking reduction program are usually referred through the court system. Last year, just over 100 teens participated, but there were 800 tobacco citations issued to youngsters under 19 in the county. Those citations are issued by school principals and other administrators and law enforcement per- 107 quit for monetary reasons. Condra said these findings went against the grain of what professionals have believed. Smoking cessation and tobacco reduction programs for teens have always been based on getting kids to cooperate because of peer pressure. Condra also told board members that among those who had reduced the amount they smoke, there was a commitment to quit someday. There needs to be a follow-up- . There needs to be something to get these kids in a cessation program, he said. The health departments job may be easier with the passing of new federal regulations directed at retailers who may be selling tobacco to teens. The regulations are aimed at making it harder for teens to get cigarettes and chewing tobacco and will limit the types of advertising allowed in stores, publications and the community. Under the new regulations, a store owner will receive a letter from the Food and Drug Administration specifying the violation. On the second violation, the FDA will levy a $250 fine on the store ownermanager and on a third violation, stores risk additional action. "Right now it's kind of hard though." joke.
