As an outsider, you heal more quickly and so you assume everyone should get over it. A lot of people thought we should be over the grieving when we werent, she said. A lot of people wanted us to get over it. Give everyone their own time to heal, she said. I wanted to talk about April, but it was uncomfortable for people to listen. Aprils funeral. SIDS is a definition by exclusion. They rule everything else out. It is when a normal healthy child dies for no apparent reason. You cannot prevent SIDS and you can't revive SIDS babies. The Moyers held their child, talked about important things and worked through emotions in the emergency room. They were charged by the hospital five dollars a minute for using the emergency room, he said. The SIDS Alliance helped them talk with the hospital to reduce the charges. Its a matter of educating, said Moyer who got involved with the National SIDS Alliance and served as the treasurer. The SIDS Alliance was a great help to the Moyers. It helps to join the group. You can talk to each other, said Mrs. Moyer. The couple took Adam to the group sessions with them to help him in his healing process. While groups are important, the family needs to remember all aspects of their lives, says Mrs. Moyer. It helps to go to the group for a while, but then you have to go on. I had genuine and really deep emotions, but I kept them inside. Two or three days after Aprils death there was this incredible emptiness and loneliness. Cole establishes the individual cost to vehicle owners under a centralized system at $15 to $25 per test per vehicle. Ashton believes the actual cost may be much higher. The current test costs $14. Critics claim a centralized system will force motorists to wait in long lines. Cole calls such fears exaggerated. She said both the state and the EPA now weigh convenience factors before approving a countys proposal. Davis County is currently in offi the EPA, which looks at long term pollution levels and at local plans to address them, nevertheless considers the county in violation. Also of concern are Davis County commuters who travel into Salt Lake County and raise PM 10 (fine particulate) emissions levels there. Davis County must submit a plan to the EPA by July, 1995. The 1990 Federal Clean Air Act requires the EPA to impose strict sanctions on areas of persistent These sanctions may include loss of federal highway dollars, stricter and costlier pollution requirements for new businesses, and the imposition of a mandatory EPA plan. Citizens may voice their views at three public hearings held in Salt Lake on May 5.
