In order to firm up Carbon Countys water rights, eight important water applications have been filed with the State Engineer by the District for the benefit of all the cities and unincorporated areas in the Price River Drainage. The word sewer does not even appear in the original 1960 resolution forming the District. 1977 a second major expansion the Districts sewage collection system was constructed. Collection lines for the area South of Price, further extensions in Spring Glen and Carbonville, the area East of Price and Wellington were constructed at a cost of $750,000.00. When it became apparent that by law no government grants or loans would be available unless pollution was eliminated, sewage collection and treatment were added to the powers of the District in the fall of 1962. The cities in the District, Castle Gate, Helper, Price and Wellington were the chief polluters of the Price River, not the unincorporated areas. The largest single source of sewage was and is Price City. Accordingly, the outfall lines of said cities were connected. In all, 30 miles of main and collection lines serving Spring Glen and Carbonville were constructed and a sewage treatment plant was also constructed at a total cost of $3.5 million. Farmers Home Administration, Federal Housing Administration grants and loans, and State and U.S. grants and loans in excess of $25,000,000.00 have been received. After solving the sewer problem the District finally could realize one of its original goals. A water treatment plant, reservoir and a mian line were constructed to serve Helper, Kenilworth, Spring Glen, Carbonville, Gordon Creek, Price, South Price, the area between Price and Wellington, and Wellington at a cost in excess of $5 million. This insured Prices growth, as well as the outside growth generated by the coal boom. If relieving Price of its water and sewer problems and allowing Price to grow is not much benefit for Price City then I suppose the District should be condemned. With the cooperation of the Carbon Water Conservancy District, treated water is being furnished by the District to 1513 connections. In the future this water will supplement Price Citys existing supply and an interconnection has been made with Price to insure that their supply will be supplemented. Since the completion of the water project the District has provided supplemental water to Helper in excess of 27.5 million gallons. Environmental Protection Agency.
