Show 89th Year 30 No. 44 Students compare favorably Teachers get pay increase Carbon County School District teachers will receive a 12.1 percent salary increase and an approximate two percent increment hike for the 1980-8- school year. The 12.1 percent hike lifts the total teacher salary expenditure to an anticipated $2.9 million. This represents a $260,000 increase over last years salary figure, according to board clerk Bill Jewkes of the school district. The hike was approved Tuesday night by the district board after 1 two months of negotiation between teams representing the teachers and district. w IT y - r s s i. it 3 n v it s ) ) 1 Seniors assisted by funds organization called Green Thumb, has been responsible for finding jobs for 38 needy senior citizens in Carbon, Emery, Grand and San Juan Counties. Director Yvonne Brennan of Green Thumb in Utah said the public service employer provides employment opportunities to senior low income men and women in rural America. The ultimate goal of the program is to help seniors gain experience and training so they may acquire an unsubsidized job, she said. Green Thumb also has the objective to provide temporary, A non-prof- it employment in a part-tim- e t meaningful, essential jobs that contribute to rural community development, Mrs. Brennan said. Green Thumb began 15 years ago in Michigan and spread to the West two years later. She noted at that time the jobs provided were nursery and gardening type jobs; hence, the name. There are 23 presently employed by the program in San Juan 3 a a 5 2 3 r ) a 3 a a a 3 3 I k I r I County. Though there are only five positions authorized in Carbon County there are 10 presently working under the program. In Emery County five are working under the federally funded program. Presently none are working in Grand County, but two spots are now available. She added that not all jobs are acceptable work assignments for Green Thumb workers. The master agreement spells out working conditions, terms for amendment negotiating, basic salary schedules and other operating procedures. The terms approved by the board Tuesday were previously ratified by the teachers in faculty polls conducted May 22 in the individual schools. The association and district negotiating teams formulated the proposed pay hikes on May 21. The teachers received a 7 percent salary increase in 1979 for the present fiscal year and a 2.5 percent hike in increments, Jewkes said. Coupled with the approximate 2 percent increment hike, the total teacher salary increase is more than 14 percent, he added. The congressional report also asserts that rail rates are not based on cost, are unfair to captive shippers and a hindrance to national energy objectives. It also recommends more and stronger Interstate Commerce Commission regulation of the rates. Congress is now considering legislation designed to partially deregulate the railroad industry. This is a situation they are using to force the railroads to reduce their rates. Lema of the National Coal Association said, If our delivered prices are higher than it costs to ship coal from other parts of the world, then we will lose business. Lema said he didnt think the term monopolistic was an appropriate one to use. We are captive shippers, because many times shipping by rail is the only alternative available to the mine, but that is not the same as having a monopoly on the industry, Lema said. There are more companies that haul coal than just us. If we werent competitive we wouldnt get the contracts to haul coal. We have certain mines that we haul for, but its not guaranteed that we would continue if our rates were too high, Cash said. He noted that Union Pacific hauls a lot of coal in Utah and Wyoming. In addition, he said, there are several companies that haul coal back east. Lema said that the railing firms have been accused of subsidizng other hauling rates by raising the cost of hauling coal. Some commodities cost more to ship than others. That is only natural. I wouldnt say that coal rates are low, because they arent. However, the rates are not extremely high either, Lema said. A Plateau Mine Co., spokesman, who refused to be named, said he didnt believe the cost of hauling the coal was reflected in the rates. He did say however, that shipping coal by rail is a lot cheaper than shipping by truck. Match Robin of Beaver Creek Coal said the rail hauling rates are not separated out so he was uncertain of the prices. Public relations manager for U.S. Steel, Jack Bollow said, We run a unit train system from Colorado to a washer in Utah, and I dont know how you would separate the rates out. They come for morning afternoon coffee and and breaks, and other sandwiches at lunch, hand-cu- t French fries. ..and, they come for pleasant conversation. John is known throughout the area for his verbosity along the profane side. Be it in Greek or English, Sampinos expresses his opinion and beliefs freely and masterfully. In fact, the majority of his customers seem to enjoy being the target of his attacks. Some perceived status by having Sampinos stating they were sons of malicious women, but in less polite terms. Besides such charges, Sampinos often has told some of his customers they should visit Hell. Everybody knows me, cheeseburgers Sampinos nature. I said in explaining his do it (swear at people) all the time. People like that. I started that way and Im finishing that way, he said. Its curious to note that despite the verbal abuse dished out by John, the list of customers over the years has grown. You accost the people, they come back, he said. One customer turned friend who has endured for all of the 22 years the Sampinos family has operated the corner cafe is Frank Sac-coman- o. At 6 a.m. at the beginning of every workday since Sampinos from Tom bought the Anest in 1958, Saccomano has occupied the last chair at the end of the bar for his morning coffee. Over the course of the years the two have become, good friends. Once neighbors, Saccomano has been a babysitter for Sampinos and, when business picks up Hi-Sp- ot during the day, helped up. Not to be outdone by Johns quips, Saccomano said, For 22 years Ive been coming here. Just look at my hair. Its entirely gray. Despite his propensity for questioning a customers parentage and indicating a downward direction for people to travel, John is a loving man. I owe everything to the people that come in here.
