There has never been any formal protest by the Carter Administration or effective effort to try to stop this flow of arms to the pro Cuban Sandinista guerrillas in Nicaragua. The Carter Administrations failure to block the use of the Soviets base in Cuba to push their objectives in Africa and now in Central America apparently has convinced Soviet Cuban leaders that they can now for the first time move against U.S. territory without serious risk. Castro plans to seek international support for detaching Puerto Rico from the U.S. when he addresses the United Nations General Assembly late in September or early October and when he hosts the conference of Third World nations in Havana this fall. The possibility of Castro bringing the Soviet communist revolution to U.S. territory would be a laughing matter if one hadnt personally witnessed the help and protection which the Cuban leader has received from U.S. officials and sections of the media during his first 20 years in power.
