Gunnison is very proud to have its very own Denzil Harward, on the national and international levels. Denzil is currently the national chaplain of the U.S. Jaycees. development and family life, the latter being started through the LDS Family Home Evening program. As part of the tour totaling package, they will travel to Honolulu, Hawaii. Denzil stated that at the present, there isnt a very strong spiritual development program. The problem is the number of different denominations and beliefs. His goal is to work with each state chaplain and get implemented programs that go along with that particular communitys beliefs that would fit the attitude of their state. Denzil recently returned from Washington, where the U S. Jaycees held a national J aycee legislat i ve week Last year, he went as state president, and this year as national chaplain. He was thrilled to meet President Reagan while on this trip. They have two days of house and senate speakers, and one full day of a mock legislature. They use a lot of the bills that are now before Congress that are of interest to the Jaycees. Procedures such as what is used in a real legislature are used, and they try to play it through as true to form as possible. The state president acts as the senior senator. The governmental affairs chairman is the junior senator, with the local chapters submitting the bills. This year, Denzil acted as minority leader for the Democratic Party, which went against his grain a bit as he is a Republican. Denzil joined the Gunnison chapter of the Jaycees in July of 1977. The following April, he was elected one of the vice presidents over community development, and the following year, he became the Gunnison chapter president. Denzil and his family marched in the Parade ot Flags last June in Phoenix with Utah. Twice during his reign as State Jaycee .president. Utah received the Stale of the Month award. the End of the Road For Interstate Building? Is it Unless Congress makes some sub- changes, whether it be to in- crease the present funding level an- dor to scale back the size of the program,. the national interstate high-- . way system, including Utahs portion, may never be completed. This was the conclusion of Utah Foundation, the private research organization, in a study of Utahs interstate highway system. Ot the st.;8 miles of interstate ways allocated to Utah, 143.6 miles have not been completed and opened to traffic. Utah ranks second among the states in the total miles of interstate, highways not yet open to traffic, but ranks 27th in the estimated cost of completing these unopened routes. According to the Foundation study, present allocations for interstate construction are not covering the rising costs of completing the system resulting from inflation. Moreover, some parts of the interstate system constructed during earlier years are beginning to wear out and may soon be in need of extensive repairs or reconstruction. Although the federal government now is providing some funds for repairs and reconstruction, the amount presently allocated is far short of the amount expected to be needed in the years ahead. Public Health Statistics Available high-stanti- Foundation analysts explain that this disparity in the ranks is the result of a policy decision in Utah made a number of years ago to construct the more costly urban routes first, leaving the less costly rural sections until the later e construction stages of the plan. It is estimated by the Utah Department of Transporation that the cost of completing the unfinished options of Utahs interstate system will exceed $600 million. This completion cost is nearly 70 percent of the total cost of those sections already completed. long-rang- The Congressional Budget Office suggests two options which would reduce the cost of completing the present interstate program by eliminating certain routes from the system. An intermediate option would eliminate 250 miles of road of local importance not yet under construction from the system and reduce the completion cost to about $21.2 billion. A minimum option would eliminate 624 miles of roads of local importance not yet under construction and bring the total completion cost down to $10.2 billion. The report observes, however, that the eliminated routes would qualify for reconstruction funds, which would offset some of the savings realized from the route reductions. He was running against a man from Bountiful and when the votes were counted, Denzil became state president by one vote. As a national officer, Denzil and Debra will have a paid trip to the world Jaycee congress in Seoul, Korea in November for one week. Calling Card Service Will Aid Phone Users Introduction of Calling Card Service (CCS), which began in Utah in July, is now virtually complete, according to Glen Bloxham, a staff manager in operator services for Mountain Bell. Customers with Calling Cards (credit cards) can now place longdistance calls from Touch-Ton- e phones without the aid of an operator, Bloxham said. And any Mountain Bell customer, residence or business, can order a Calling Card free of charge by phoning his or her residence service center or business service center. Calling Cards are designed for times when customers wish to bill calls to a number other than the one they are calling from. Good examples are calls placed from pay phones or motel hotel rooms, and personal calls placed from a place of employment. To use CCS on - phones, customers punch zero plus the number being called, then wait to hear a tone (or a tone plus a recorded message on pay phones). They then punch in their personal Calling Card number, and the calls go through without any operator assistance. , Touch-Ton- e Calling Cards since the CCS conversion.
