Show VOLUME 59, NUMBER SALINA, UTAH, THURSDAY, MARCH 26, 13 ETC PRICE 25c 1981 No Irrigation By April 15 I0t Nearly all the main lines for the pressurized irrigation system have been run through Salina, and laterals are being run to each individual property, according to Kim Gates, city inspector for the project. But the project will not be completed by April 15, when the irrigation water goes into the open ditches, Gates said, which will complicate construction. Well have to jump from block to block rather than following the he noted, explaining that ditches, most of the new irrigation lines follow the old ditches. Outlet risers into individual properties have been completed in Salina Creek Estates, and about five other mm blocks. We will need the cooperation of every property owner to get these laterals in by the coming irrigation season, Gates said. i . As of Tuesday afternoon, there were approximately 18 easements still to be obtained from property owners, Gates said. This is our number one hold up on the project, he stated. Persons who have been asked for easements and have not signed them because of questions concerning the route the line will be run should contact me, Ted Shepherd, or Mayor Leah Conover. Placement of outlets on each property is another inspector noted. problem, the As the system is designed, we expect to save the taxpayers many dollars in the long run, he said. At this time, changes are being made only if it involves a cut in cost, or no change in cost to the city. Each working crew has a plan to follow showing prospective placement of the outlet risers. However, in most instances these plans dont reflect the property owners views. Therefore, we have been trying to discuss with each property owner their preference for riser placement. When no one is home, the riser will be placed according to the map. This has resulted in some hard feelings, but once the main is cut to make the connection, costs to change to another location are prohibitive. We suggest, to make the project go smoothly, property owners mark the spot where they want the riser with a stake and red flag. If possible, try to meet with the crews or me to see where the main line is to go. The city is obligated only to get the system to the property line nearest the main line, Gates explained. In some instances, especially to property at the end of a main line, there is very little chance to change. Well be glad to study the situation and make changes where it is an advantage both to the property owner and the city, he promised. Gates predicted the biggest share of the system could be completed in April if city residents cooperated. The entire system has to be pressure checked before being put into operation, so it is not possible to put just a portion into use. The storage reservoir southeast of the dty is not completely finished, either. Yet to be completed are an inlet structure, a diversion measuring structure, and the outlet structure. K&P Plumbing, the contractor for the pipe portion of the system, is h main pipe to waiting for connect the reservoir with the dty. Delivery is expected Monday, according to Gates. The reservoir, being built by Rodney Rasmussen Co., could be completed and in operation in two weeks, he said. Work on the irrigation system originally was scheduled to begin in August, but was delayed because of legal and bonding difficulties. K&P in November, but got the could not get the necessary pipe, so actual construction started Jan. 7. Deadline for K&Fs portion of the system is early June, Gates said. The contractor also is obligated to replace flower beds, shrubs, and the like destroyed in construction. Damage Counted After Inmate Disturbance at Sevier Co. An initial report that some of the prisoners involved were drinking or on drugs had not been confirmed Wednesday morning. The sheriff said there are many ways prisoners can concoct a variety of methods of stimulants, such as putting sugar in tomato juice and allowing it to ferment. He said several prisoners receive prescribed medication and oftentimes they save up pills and take them all at once, resulting in abnormal behavior. By Wednesday morning the jail had returned to normal conditions, but an inch of water still remained on the floor in the cells and alley of the maximum security area. Cleanup of the mess was expected to be completed by Wednesday evening, the sheriff stated. rm I IT 4, 4 np-ilP- i area are competing for the title of Miss North Sevier and the $300 scholarship n. awarded to the winner.
