Cities tend to draw boundaries that swipe plum commercial areas but not a corresponding number of households, which typically do not produce enough property taxes to pay for municipal services. So legislators passed a law intended to thwart commercial land grabs. But the results of a feasibility study on the proposed incorporation of the Holladay-Cottonwoo- d area may force them back to the drawing board. What we probably have to do , is go back and look at it, and find a better way to do it to make it more fair and equitable, said Rep. Richard Walsh, ' The feasibility study by Basix Consulting predicts a $1.3 million budget surplus in the citys first year of operation and a bank balance that grows each year.
