They said they see no sense in building the road without the retaining wall. Phelps said that the city first needs to get a written agreement in place with Cutler. In order to do that, the area needs to be surveyed again. Councilwoman Anna LePendu suggested defining some options and allowing Cutler to choose. The council approved the following actions concerning the issue: Get the area surveyed, obtain a copy of Cutlers geotechnical study or have another one done, have the city attorney work on the agreement with Cutler and get bids for the work by early spring 1999. Cutler said there has been confusion about who was responsible for completing the road. If I had to come up with $80,000, Id have to sell my property and move, Cutler said. I've enjoyed living here up until the controsersy hit. Cutler has hired an attorney and said he expects the problem to be solved in court. r FARMINGTON - City residents may rest easier now. Most of the citys volunteer firemen have been trained to fight fires that may occur in the hillsides on the east side of the city. Mayor Greg Bell and Fire Chief Larry Gregory presented awards of completion to each of the firefighters during a recent city council meeting. The Red Card certificate is given to those firemen who have certified in wildland firefighting techniques and is granted by the State Fire and Rescue Academy.
