I retired as a lieutenant after over 17 years of service with Davis County Sheriffs Department. During that time I worked under four different sheriffs. I never once even considered opposing the incumbent sheriff until Rob Davis. The three sheriffs prior to Davis were honorable men that always had the best interests of the citizens of Davis County and the Sheriffs Department foremost in their mind. By putting his own wants first, Rob Davis has demonstrated selfishness and a lack of concern for both. I will give one example. g Annual golf tournaments are sponsored by sheriffs all over the state. Business people and other law enforcement agencies are invited. The proceeds are routinely given to an auxiliary, volunteer group or organization utilized by county residents. Rob Davis has sponsored an annual Davis County g Sheriffs golf tournafund-raisin- other words, in- to Rob Davis own pocket. Many have asked if this is legal. Unfortunately, the answer is yes. paign fund, or in This has happened at the expense of the Davis County Sheriffs Search and Rescue Golf Tournament, held each year to raise much needed funds for a very professional, totally volunteer organization, and ultimately the citizens of Davis County, Rob Davis has selfishly made certain each year his tournament is held prior to the search and rescue tournament. On one occasion, the organizers of the search and rescue tournament advised Davis they were going to hold the tournament in May. Davis became upset and told them they could not. Davis tournament was scheduled later in the summer. This has reduced the number of participants in the search and rescue tournament I wonder how many participants in Davis tournament are not aware of where their funds are going and wonder why Davis County holds two tournaments per year. fund-raisin- ment. Department personnel, supplies and equipment have been used. These proceeds have not been given to any organization utilized by the citizens of Davis County. I have been told As a concerned resident of Davis County, I ask you. Does Rob Davis have the best interest of the citizens of Davis County in mind or his own? Kevin A. North Salt Lake CASA prgoram helps children Death tax policy complicates life ByTEXLEZAR For business owners who of their children over the family busi- ness, the government has a message for you: Dont die. This message is delivered via a federal estate tax code that prom- ises to take more than half of a familys assets when the owner makes the mistake of dying. The new tax bill revised the estate tax code, but like much of the tax package, there is less to the estate lax break than advertised. i i Take the expansion of the exemption to $1 million. This adjustment simply replaces what was lost to inflation. If the exemption had been adjusted for inflation each year since its inception in 1 987, it would have a value almost $900,000 today, furthermore, the $1 million threshold is not reached until 2006. JT500.000 But even if the latest revisions hardly reforms, to estate law are should we care about taxes on million dollar estates? Guest Column Yes. Those most adversely affected by the estate tax are Americas farms, ranches and small businesses. These are not the idle rich, but our countrys best job creators. Yet according to the national Federation of Independent Businesses, one third of todays small business owners thinks their companies will be sold or liquidated just to pay estate taxes. A survey by the Texas and Southwestern Cattle Raisers Association found that the estate tax impacts the operations of three out of four of its fanners and ranchers. Many of these families are forced to sell land to developers, forgo conservation measures or simply exit the business after generations of working the land. Because of the destructive nature of the estate tax, the special exemption for family owned businesses is especially disappointing. This provision, designed to exempt ongoing businesses from the estate tax. Government Directory Commissioner Gayle Stevenson (R) Davis County Courthouse . 28 E State - Farmington. Office 451-32- f. All city services require revenue. Revenue comes from business and property ownership, i.e., fees, assessments, licenses, sales tax, property taxes, etc. What is Utility Trailer and its 550 employees worth to Clearfield? Other cities are anxious to find out. A minority of less than 12 of 1 percent of Clearfield residents converged on the city council in opposition to Utility Trailers planned expansion of their facili- ty and workforce of 550 employees. Mature political stewardship must give prime consideration to the majority or the ship will sink. The tail should not wag the dog. Self interests of the minority were satisfied. Was the majority overlooked? The new Clearfield City Counshould have made a more study, weighing the pros and cons to reflect a wider range of those affected. There are numerous tests under the new law as to what qualifies as a family business and the gradual increase in the exemption makes estate planning more, not less, time consuming and expensive. Ultimately, the real beneficiaries of the new law are accountants and tax attorneys. prises and limit small business growth. One ranching family in my home state spent 10 years paying off the estate taxes of one founder and 15 years paying off anothers. Since cash flow from cattle operations could not satisfy the obligations, the family relied on hunting leases to keep the ranch alive. Most families do not have that option. Today, the remaining founders of that Texas ranch are more than 80 years old. There will be no hope of paying their estate taxes out of cash flow. As a result, ranch land that has been part of the family since 1938 will have to be sold. Mayor Frank W. Ilirschi Home 295-918- 00 " Home provides only minimal relief. The land and equipment necessary to operate even a small farm and ranch can be valued well above the $1.3 million threshold. Furthermore, the new business exemption is included under the regular estate tax exemption. So as the standard exemption increases, the value of the business exemption declines. Special Advocate Program has provided a vital service to the juvenile court system and to the children of Davis, Weber and Morgan counties. Because of the CASA program, children who are a victim of abuse or neglect are represented by a specially trained community volunteer appointed by the Juvenile court. The volunteer becomes acquainted with the child, helps the child understand the court process, and provides continuity for the child whose future is being determined by the court. The volunteers involved in the program find that helping these children is a rewarding experience. Offtr Ewpirv April SO, 1990 CO WS4 710 N.
