Jan Cunningham. He said about 80 percent of the new inmates are in for drug use or dealing. Presiding Judge Michael G. Allphin said Sheriff Davis has put himself in a difficult situation by committing 20 percent of the jails space to the federal government. In 1996 the county had 954 felony cases - that number jumped to 1,422 in 1997. Davis should have seen this coming, Allphin said. Davis maintains that the frugality of the county commissioners forced him to seek other funding. Davis has also signed contracts with Weber, Morgan Davis estimated county taxpayers had to pay an extra SI. 2 million dollars to house them last year. It's really kind of a sneaky way of having county jails house state prisoners, Davis said. Davis said jail officials may have to find room for inmates at other jails until the new Davis Work Center is completed at the end of this year. The center will free up 120 beds. Davis said he saw the crisis coming and planned for it by inking an agreement with the federal government to house some 60 to 80 federal prisoners at the jail in turn for funding to build the work center. But he didnt count on reaching capacity so soon. He will meet with judges to discuss ways of . Thursday March 5. 1 99B 3 as Davis County jail nears capacity Bureau FARMINGTON - Second District Court judges and the Da-vi- s County sheriff plan to meet next month to discuss ways of alleviating overcrowding at the jail. " Sheriff Rob Davis believes part of the problem stems from the number of inmates sentenced to the jail rather than the state , prison. The jail currently has 104 presentenced inmates waiting to be , sent to prison or placed on The jail is now only 14 '.beds away from its 368 capacity. Y,' ' Normally the jail has about 30 of these alternative sentences each year. But Davis said they !S S LAKESIDE Lukebidu Review -- - alleviating overcrowding. now have 90, which he says costs the county taxpayers. The state reimburses the county for these types of inmates, but Davis said only according to county population, not jail population. The number of county in to bouse and Salt Lake counties overflow inmates. The frustration on our part is that he has a statutory responsibility to house them, and he's turning them away." Allphin said. Our real frustration is the fact that we have a jail, but beds get contracted out. I don't know how the public is going to feel, Allphin said. Allphin said that he was not aware of the overcrowding problem until people he had ordered to spend 30 to 60 days in the jail at their discretion started showing up in court having done no jail time. If a prisoner has good time coming to them then we'll let them out, Davis said. He said federal prisoners will be released before any dangerous felons are let out. Davis said judges need to sentence more inmates to prison rather than jail. Judges have-t- he option of sentencing a person! to the jail as an alternative to prison. Allphin said judges use tfiat option as a "wake-u- p call forin-mate- s. When he asked them why they hadn't completed their sentences, they told him they were turned away. Judges were not notified when the sheriff signed the federal contract, Allphin said.
