The program, called ADAM - Arrestee Drug Abuse Monitoring is administered by the federal government and uses interviews with adult and juvenile jail inmates to gauge the level and types of drug use among substance abusers. The data collected from the surveys can be used by - legislative and treatment agencies to set policy and forecast hot spots in the fight against drug abuse. The program is managed by the National Institute of Justice, the research and development arm of the Justice Department.
