New Farmington Canyon restrictions take effect Py SUSAN 0WW1 FARMINGTON - New rules being imposed by the U.S. Forest Service on public use in Farmington Canyon may have substantial impact on Boy Scout and individual winter recreational activities. "Our decision to implement these orders is based on the concern we share with the Federal Aviation Administration for public safety in Farmington Canyon during the winter," said Michael Sieg, Salt Lake District ranger. Basically the orders prohibit camping at the top of Farming-to- n Canyon. The new regulation states there will be no camping mile of Far- within one-ha- lf From 1 old bull out of the heavy rocks on the south side of Buffalo Point He stopped on a side hill, which was a little too steep to bring a truck down, Harward said. Hale's horse was spooked, so he dismounted. Dont ask me why. It didnt make sense to me," Harward said. Harward retreated to some big rocks. I was scared. I had my 30.06 rifle ready. Orren kept walking up to the bull, waving his arms. Then he started throwing bits of sagebrush at him. That was dumb. The bull put his head down, pawed the ground and charged him. He on destruction," was Harward said. At first Hale turned to run, but within a split second stood his ground and fired his rifle, the same moment Harward fired his. Hales bullet nailed the bull in the forehead, while Harwards landed in the bisons nt neck. The bull dropped 10 feet w' away from Hale. r. f Not every day was filled with situations, Harward said. Raking hay became monotonous after an hour, Harward said in his book. Sitting behind a team of horses for 10 hours left little to the imagination and there is nothing like staring at the rear ends of a team of horses and breathing in their exhaust. By the time Harward was 12 he was driving a Case tractor. He sat on several pillows just to see over the top of the hood. He enjoyed riding his horse around the island to check on the cattle. What he didnt like was the raw sewage dumped in the lake by towns on the east side. His love for nature inspired by the island took him to college. Ernest Bamberger, one of the owners of the island, paid for Harwards tuition at the University of Utah where he received his bachelor's degree in biology. Bamberger died, but Harward went on and earned a masters and doctorate degrees. Harward taught biology for 30 years at Bountiful High School. Now he serves as a volunteer at the island. In the summer he can be found there four or five times a year. He also serves on the planning committee, which decides what improvements will be made. Im a resource. I know about the past Its more as a courtesy, he said. Tim Smith, manager of Antelope Island State Park, doesnt see it that way. Harwards memories of the island has helped with the restoration of the ranch. He (Harward) has helped us open the ranch. We are going to furnish the home and hes helping us do it as authentically as possible. He is invaluable to us, Smith said. LOUISE BROWN Standard-Examine- correspondent r KAYSVILLE - It may not be scenic, and it may be smelly, but Kaysville wants to put in a trail around some sewer sludge ponds because its the shortest distance to the Great Salt Lake. Last week the Central Davis Sewer. District board considered a request from Kaysville Councilman Reed Nelson for an easement to access the Great Salt Lake. In an introductory letter, Nelson explained that Kaysville is developing trails and walking paths in and near the city. This easement would be about a strip on the north end of the sewer district property, the letter said. The easement request borders acreage used by the sewer district for ground application of sewer sludge, the product left after sewer water is processed and discharged. We have some concerns for on Oup nip eomiitioneps and Furnaces High Efficiency Energy Savings Work Guaranteed Free Estimates All public access to land on which we are applying sludge, said Board Chairman Dean Brand. District Manager Leland Myers presented information from federal codes stating that public access to land with a low (or high) potential for public exposure shall be restricted." Noncompliance of those regulations would jeopardize the districts ground application privileges. Loss of that capability would increase the districts sludge disposal costs by $70,000 annually. Since were applying sludge to those fields all the time, wed have to restrict access to those lands. Maybe a fence would take CARBON MONOXIDE: Is Your Home care of that," Myers suggested. Citing liability issues as a concern, Myers urged the board to consider deeding the easement to Kaysville City with conditions regarding a fence, as well as preserving district access to property further north for possible future ting on district property, Myers suggested it was time for the board to consider disposal Those alternatives include development Nelson agreed to approach the Kaysville City Council with the boards proposals. In other discussion by the board, disposal of finished" compost was considered. The compost is created by mixing sludge with wood chips and allowing the mass to cook. The comfinal product is post, and with a years worth sit- high-quali- sell- ing the compost to the burn plant, giving it away to member cities for public improvements, selling it to large landscapers or to the public, developing other market approaches, or keeping it for landscaping district sites after construction. After discussing advantages of each option, as well as transportation issues, the board opted to allow Myers to use his discretion in determining the best disposal methods. ty NOTICE TO ADVERTISERS: Safe? , CLASSIFIED & RETAIL DISPLAY ADVERTISING HOLIDAY DEADLINE SCHEDULE What Is Carbon Monoxide?
