Tuesday the cit council approved drafting a policy declaration for the annexation of the land to be developed by Dan Bndenstine. After the policy declaration is drawn up and approved a public hearing will be scheduled. Fifty-on- e percent of the property 'owners in the proposed annexation have signed a petition approving of ' the annexation. It is required that these owners have more than 13 of the property value and that has been met, said City Administrator John I Thacker. There are 39 owners and 21 of them signed. The irrigation company owns Hod's Pond, which is next to the area being considered for annexation and is accessed through property included in the annexation.
