She said statistics show there are pockets in the area that indicate a real need for assistance. Through the FACT grant we hope to link up various agencies rather than create a new program, like a bridge between those who need assistance and those that provide assistance," she said. While there are many agencies and programs available to help impoverished families in the area, many of these people may be unaware, fear or mistrust what is available, said Christensen. Wc think an innovative interagency case management approach will be the home visitor that can go to the homes of those in need. The home visitors will be people who live in the target communities and know the neighborhood," she said. The home visitor will identify needed services for families and children and ensure their access to various agencies and programs. They will help families build a network of friends, relatives and community people for support in raising children. That person wont be a case manager, but instead will act as an advocate for the individual. The home visitor wont provide services but will help those in need gain access to what is available." She said home visitors will raise an awareness about the importance of healthy child development from the time of conception through kindergarten and help ensure that children arrive ready to learn and achieve in school. Plans are being made to use people who have had to use the 'system and are familiar with what is required. Recommendations have already been made regarding people who currently volunteer and work with parents and children in programs such as Head Start Thats what makes this situa- tion unique. By providing employment, it gets them out of the system," Christensen said. Home visitors who arc bilingual and can assist those that speak other languages and be able to communicate and teach others arc among those who will be selected, said Christensen. The home visitor might work with a pregnant mother and teach her nurturing skills to make the experience positive for the child," she said.
