Show Farmington OKs change for 'special use' zoning SOFT CONTACTS CALLAHAN Lakeside Review correspondent FARMINGTON In a packed meeting, the Farmington City Council voted to change zones in thereby now designated special use to commercial special-us- e I (Cl) and commercial special-us- e 2 (C2). This action involved several properties and feelings were high as residents waited for their particular property to be discussed by the coui.cil. The master plan adopted in May this year made use of a zone labeled special use for areas in which future development was uncertain. Most of these areas are along the arteries coming in to the city and along major highways. The zone is purpose of the special-us- e to allow many types of development with approval of the coun- cil. After the matter was discussed by the planning commission in August, the special-us- e zoning was divided into two separate 1 is similar to zones. The council voted Wednesday evening to relabel the special use zones C- and 3 to indicate that the area allows commercial development. Many citizens had questions about the zoning. John Croshaw was assured that none of the zones would allow liquor stores. Representatives from Lagoon were concerned about the lack of outdoor recreation designation of part of their land. Builders and developers were asking why it is so difficult to get commercial development in the city. Gordon Van Fleet said I have bought my lumber, eaten at restaurants, bought my clothes all outside of Farmington. We need to allow these things into the C-- -l city. Bill Peterson wanted to know why everything on the special-us- e zones has to be brought before the planning commission. We need to be more flexible, he said. The new law will affect any sign for any candidate or issue, whether from within the city or the county or state. If the signs are not removed on time the city can notify the candidate and then remove the signs and charge the candidate $5 per sign for removal. The most contested rezone proposal is located at the east end of Shepard Lane. Dan Anderson represented the residents of that area and presented a petition of 305 names against the rezone. We propose that the C--3 zone would be inconsistent with the area. It would impact the lifestyle of the residents. It is the heart of the bedroom community of Farmington. It would be a safety hazard to the children attending school and biking in the area. One of the most controversial parts of the ordinance deals with the use of portable signs. Carter said those signs are illegal.
