According to the Utah Founda-- . tion, a private research company based out of Salt Lake City, be- -. cause of extremely rapid growth in new debt during recent years, Utah now has the third highest per capita indebtedness among the 50 states. Allan Witt, Utah Foundation spokeman, said total state and local debt in Utah has expanded from $549 million in 1975 to $7,924 million in 1985, which represents an increase of 1,343 percent in total indebtedness over a period. Witt said most of the growth in the states indebtedness has in the expansion of ten-ye- ar oc-cur- ed ed debt or revenue bonds. The foundation report observes that 62 percent of the total state and local debt in Utah was incurred by special districts, 16.8 percent by the state government, 7.5 percent by counties," 7.3 percent by cities and towns, and 6.4 percent by local school districts. Witt said the 62 percent debt for the state in the area of special districts is in sharp contrast to the nation as a whole, where special district debt amounted to only 18.5 percent of the total." Foundation analysts expect the rapid growth in state and local debt will begin to slow down because of the Federal Tax Reform Act of 1986, which will curtail the activities of the state and local goverment. The study also indicates that the growth of state and local indebtedness throughout the United States over the past 20 years has been almost as rapid as the federal debt, Witt said. Sheldon, Kendall, Layton, and .Armando Art Enderle, South Ogden, were nominated from the Ogden Air Logistics Center for the command award and will represent AFLC in Air Force-wid- e competition. Kendall, Directorate of Communications Computer Systems, will compete in the Supervisory Action category. He developed a directorate Affirmative Action policy and plan which provided a analysis of promotions and temporary assignments in relation to cuurent staffing levels. In addition, he filled 36 percent of his vacancies for GS-1- 1 positions with women, as compared to a directorate average of two-ye- ar United Way gives funds to agencies FARMINGTON The Davis County United Way Board approved recommendations from the volunteer allocations committee to allocate $121,555 to six cal agencies. lo- The following local agencies will receive allocations during 1987: Davis County Alcohol and Drug Abuse Services - $21,000; Davis County Health Department Dental Health Program - $4,250; Davis County Human Services Emergency Food and Sponsors for Santa Programs $3,280; Davis County Information & Referral Service $41,241; Family Support Center $10,000; and Pioneer Center Rehabilitation Adult $40,000. Also, approved was $1,784 for Special Needs funding requests. Designations to non-affiliat- ed agencies is $718. In addition to local agency allocations, $247,703 will be allocated by the United Ways in Salt Lake and Ogden to agencies serv rf . percent. Enderle, Civilian Personnel, will compete in the Hispanic Em- ployment Program category. He was recognized for increasing the proportion of Hispanics in the work force here by 4.7 percent and a 5 percent increase in grade intervals GSGM-1- 2 and above. Fifty-fiv- e agencies provide these services. Also budgeted for pledge loss from the campaign is $39,391. The United Way of Davis County operating expense for 1987 is $68,386. This a 14 percent overhead cost, which is the median national average for United Ways the size of Davis County. The total amount raised in the fall 1986 campaign was $484,192. This was a .06 percent decrease under the 1985 fall campaign. The decline was due to company layoffs from seven major companies of over 1,200 employees. United Way officials said. The United way is the only organization utilizing volunteers to raise funds, allocate funds, do a community needs assessment, prioritize agency services and determine critical needs in the community. This is all accomplished by hundreds of volunteers each year in Davis County. .
