He also serves on the Judicial Interim Committee. Dickamore has been a strong supporter of local government in the legislature and was recognized by the League of Cities and Towns for his support of local government. Having served on the South Weber City Council, Dickamore said local government has the responsibility of providing more direct services to our people and has more contact with the people than any other level of government and therefore needs to have the flexibility necessary to provide those services. It is at the local level that the people can be involved in what services they want and how they will be financed, he said. Utahs economy is such that the Legislature has been faced w ith major funding problems for three of the past four years, he said while state revenues continue to fall way below projections, the demands on these revenues continues to grow. Both public and higher education are faced with more students than ever before, he said. Our highways are in poorer condition today than ever before and the Great Salt Lake continues to require more money to prevent flooding that threatens the livelihood of hundreds of Utahns. These are the kinds of problems that must be resolved by the legislature before Utah will have a sound economic footing and to do so will require the cooperation of all the various elements of our state, he said. It will also require legislators who have an understanding of the appropriation process and one who can make cuts where needed. I feel that I have been able to work within this frame work and as a result we have not had major tax hikes as simple solutions to these problems. I will continue to follow this policy if Another major concern that must be faced by the legislature is the growing population at the state prison, Dickamore said. Faced with the possibility of vioearly releases for many non lent offenders, I feel that these offenders cost more in dollars to our people than do the violent of-fenders and that any policy to release them must be such that any violations of their parole will result in longer sentences that will not be subject to parole.
