VISA Several months ago Russell asked the council to change the zoning from commercial to residential. His daughter wanted to build a home on the lot behind him, he told the council. Russell has now requested the city change the zoning back to commercial so his daughter can teach singing in the home. She was turned down for a business license since the zoning ordinance prohibits teaching of more than one pupil at a time. Russells property is flanked on both sides by property zone Cl. The motion died for lack of a second. The motion was remade with Councilwoman Donna Jones seconding. Councilmen Pulsipher and Max Green both abstained, Jones and Cook voted for and Jim Lamb against the motion. I think we have an obligation to help him, said Cook. We need to expedite this thing. We cant leave Doug hanging on, said Pulsipher. Lamb made a motion to include the lot behind Russell in the rezoning but there was no second. Pulsipher then amended the motion to include only Russells lot. In order to get out of the entanglement, Lamb agreed to the motion zoning only the property of Russells home.
