21 acres south of 1400 W Ritter Drive The council voted unanimously Wednesday night to schedule a public hearing for 6:45 pm May 6 to discuss rezoning the land from agricultural to residential Developer Blake Hazen of Co in Clearfield said the sale of the land for development by his company depends on the rezoning Hazen submitted a map showing the land would be divided into about 75 residential lots The irregularly shaped parcel is bordered by Ritter Drive or 5100 and 5350 South on the north the canal on the southwest about 5475 South on the south and about 1150 West on the east Bisecting the subdivision would be an extension from the south of 1200 West which now ends at about 5510 South In other action the council directed Police Chief Glenn Gary to arrange the purchase of two new police cars But council n members and Mayor Leon were careful not to commit themselves to the buy which they legally cannot make until the fiscal year begins July Clary said the Ford Mustangs he wants as police cruisers must be ordered now because Ford Motor Co only makes them in April and May of each year He said the cars each costing would be bought $11754 n through Ed Kenley Ford in Under council direction Clary is to make only an oral indication to the dealer that the city wants to buy the Mustangs but that it will not be obligated to buy them after they arrive if the money is not allocated in the upcoming budget In addition council members voted to establish a zoning designation that would lift a ban on building along South Weber Drive A construction moratorium was placed on the area in August 1983 because of fear of landslides City Administrator Item Steel said several homes along the drive at that time reported occurrences such as doors becoming difficult to shut that indicated the earth beneath the homes was moving But there has been no measurable movement recently and a building request from a homeowner prompted the council to lift the moratorium Under the proposed zoning for the area the city would maintain control over construction by requiring a land owner wanting to build to first hire a geologist or soils engineer to make a detailed site study that would have to be approved by the county geologist and the city’s engineer and build- - ing inspector A draft of the zoning ordinance also would require land owners seeking a building permit to sign an agreement relieving the city of responsibility for any damages suffered in a construction-causelandslide A public hearing on the proposed zoning ordinance was scheduled for 6:30 pm May 20 The council transferred the cable television franchise to serve two mobile home parks in the city from Star West Communications Co to Insight Communications Co New Insight is buyStar West ing which also is known requirements by buying goods and services from a vendor who has a contract to sell to state agencies Assistant City Attorney Douglas Holmes said the state government pays lower prices than municipalities can because it buys in great volume He said Riverdale previously required to conduct its own separate competitive bids now will be able to take advantage of the price break given to the state because of its volume of business Fourth robbery suspect arrested RIVERDALE — Ogden police arrested a fourth suspect Wednesday in the March 30 knifepoint robbery of the Cash Saver convenience store at 4090 Riverdale Road Mark Thornton 18 2525 Adams Ave Ogden was arraigned Friday in 3rd Circuit Court on one count of aggravated robbery a first degree felony Bail had been set but Circuit Judge W at $10000 Brent West delayed the case until Friday to decide whether to reduce Thornton’s bail Riverdale Police Chief Glenn Clary said Ogden police arrested Thornton at about 10 am on a warrant issued Friday Police last week arrested two ages 15 and 17 and Nathan Oden Jacobsuspicion of robbing $453 from the Cash Saver Jacobsen who was arraigned Monday resides at the same address as Thornton The two boys were referred to juvenile court Clary said the store clerk who was forced to empty a cash register at knifepoint told police three males came in to rob the store while another waited outside The four suspects fled on foot The clerk identified one of the juveniles in a photograph said Clary and that youth led police to the other suspects Clary said none of the stolen money
