Show 10A Ogden July 19 1986 Saturday Karate National Kid II Plus Teen Wolf Floridians show reluctance to evacuate Knight Ridder Newspapers MIAMI — One out of every five people in South Florida would refuse to evacuate if a ma- jor hurricane threatened and many of the rest would wait too long to leave their homes safely a Miami Herald survey has found The potentially tragic reluctance to evacuate is greatest among those at greatest risk the survey found At least one out of every four people in the vulnerable Florida Keys say they would ignore an official order to leave Among longtime Keys residents two out of five would refuse to evacuate And the survey found that many people living in the Keys or on barrier islands such as Miami Beach dramatically underestimate how long it would take to flee to the mainland if a major storm threatened “I worry a lot that people put too much reliance on our forecasting ability” says Neil Frank director of the National Hurricane Center in Coral Gables He notes that storm observation has become quite precise with the help of weather satellite images but warns that forecasters still can’t pinpoint a storm’s landfall with any certainty until it’s too late to evacuate Indeed the survey supports Frank’s concern Two of three respondents say they believe forecasters do a “very good” job predicting where a hurricane will hit And ironically Frank himself is seen as the personification of that reliability He was correctly identified by at least 60 percent of those interviewed and 85 percent rate Frank as a “very reliable” source of hurricane forecasts and information l )W'lit 111) admit they don’t have adequate hurricane supplies on hand and would need to shop for additional supplies if a storm threatened A total of 797 residents of Dade Broward Palm Beach and Monroe counties were interviewed by telephone in June for this survey The randomly selected sample included 303 Keys residents and an additional 243 people who live on barrier islands or within a mile of the ocean or Intracoastal Waterway in Dade Broward and Palm Beach counties The survey disclosed that most South Florida residents are aware of the real dangers of a hurricane It showed that people generally believe the accuracy of storm warnings Few believe that public safety officials exaggerate the dangers of hurricanes or order evacuations unnecessarily But this general awareness appears to be tempered in part by the belief of many coastal dwellers that they would survive a major hurricane in their homes “My house would withstand everything that a hurricane shelter would take” said Joe Guyon 82 of Big Pine Key “It’s built of concrete blocks the roof is reinforced and there are storm enclosures around every door and every window This house is built for hurricane protection I know — I built it myself in 960” Almost half of the Keys residents who would refuse to evacu- - ate say their homes would suffer no 'damage or only a little damage if a big storm hit the survey showed Only one out of six “stayers” said their homes would suffer a great deal of damage But among those who would evacuate only one out of seven says his home would suffer little or no damage More than half say their homes would be greatly damaged Many Keys residents also say they would take their chances at home rather than risk being trapped in a traffic jam on US while fleeing to the mainland “There’s no chance of getting out of the Keys” said Mary Griffin 62 a Key West native “People would wait until the last minute Coming and going on regular days is bad enough It’s bumper to bumper now If everyone was to evacuate it would be impossible” Griffin neither discounted the HMasHaa OPEN DAILY 11 AM to 11 PM 10 S MAIN Irrr CTTIft !
