Any person who fails to obtain a permit for dogs kept or harbored by him within the corporate limits of Payson City within the above time limits shall pay the sum of $8.00 dollars for each male or spayed female and the sum of $16.00 dollars for each female dog as a penalty when the permit is issued. All dogs that are not sold or redeemed in the required time shall be destroyed in a humane manner.
