Show 5 THE PAYSON CHRONICLE Payson, Utah - - Thursday, 84651 t Susan Betty Montague Susan Betty Montague, 14, daughter of Mr. and Mrs. George Montague, Scull Valley, formerly of Payson, died Monday morning, February 5, 1968, at the University Medical Center, Salt Lake City, of acute lukemia. She was born March 31, 1953, in Payson, and moved to a ranch at Scull Valley with her parents several years ago. She attended schools in Pay-so- n and was a ninth grader at the Dugway High School at the time of her death. She was a member of the LDS Church. Surviving are her parents, Scull Valley, a twin brother, two George, Sidney sisters, Janice and Mina Claire, Scull Valley; grandparents, Mrs. Belle Montague, Payson; Mr. and Mrs. Sidney Elmer, Birdseye. Funeral services will be conducted Thursday at 1 p.m. in the Payson Sixth Ward Chapel. Friends may call at Keith Jolley Mortuary prior io the services on Thursday. Burial will be in the Payson City Cemetery. Floripa Gonzales Floripa Mar'inez Gonzales, died Wednesday 62, February 8, 1968 Farmers Union To Hold Convention February 16 and 17 Members of the Idaho Utah-Sou- Union will hold their Fifteenth Annaul Convention on Friday and Saturday February 16 and 17, at the Hotel in Salt Lake City, it was announced by Karl Shis-le- r, New-hou- se State President. President of National Farmers Union, Tony T. Dechant, will be present and outline a bargaining bill designed tobring better prices for farm products through the market place. Such a bill should be of great interest to the bean, potato, turkey sugar beet, and livestock industry here in the intermountain area. Some of the prominent individuals who will also speak are Senator Frank E. Moss; Governor Calvin Rampton; George Klein, Director of Idaho Farmers Home Administration; W.B. Robins, President of the Utah Cooperative Council; and other distinguished agricultur- ists from the States of Utah and Idaho. The daughters of the members, competing for scholarships and cash prizes, will exhibit their skill in dressmaking at a noon luncheon day, February 17th. on Satur- Jan. 31, 685 E. 600 1968 at her home, S., Payson, following a stroke. She was born Dec. 6, 1905, in Duranago, Colo., a daughter of Diago and Josifiia Vigal Martinez. She married Pedro (Pete) Gonzales on Nov. 24, 1921, in Durango. They moved to Payson in 1959. Mrs. Gonazies was a member of the Catholic Church. Survivors include her husband of Payson; four d r.ghters and six son; Josie Martinez, Mrs. Mary Lopez, Mrs. Patsy Silviano Gonzales, Serrano, Charles Gonzales and Pete Gonzales Jr., all of Payson; Mrs. Betty Garcia, Grand Junction, Colo.; Jose Gonzales, Silverton Chris Gonzales, Colo.; Louis Gonzales, Sp. Fork; 36 grandchildren; two Increase in State Motor Fuel Tax Being Analyzed by UTES th Farmers Put your money where your heart is -- IN AMERICA Invest in U.S. SAVINGS BONDS proposal to increase the state motor fuel by one cent per gallon and earmark the added revenue for local road construction was analyzed in a research brief prepared by Utah Foundation, the private tax research organiza'ion. The plan has been sponsored by the UTES Action Committee (Utah Transportation and Economic Study Committee), a group consisting of representatives of the municipalities, the counties and the state highway department. It would increase the state motor fuel tax from six to seven cents per gallon and A Local Students Visit Roy Sr. High School Educators from the Spanish Fork and Payson Senior High Schools visited the Roy Senior High School recently. According to the Foundation study, the added revenue going to local units would amount to approximately $4.4 million beginning with the 1969-7- 0 fiscal year. The funds would be ear- marked exclusively for construction and related purposes on a designated local arterial road system. Existing state aid from motor vehicle registration fees (B&C road funds)going to cities and counties would be continued. The Foundation report notes that suggested legislation to implement the plan is being drafted and that the proposal probably will be submitted to Utah Legislature, the 1969 which will meet next January. Foundation analysts point out that the proposal by the UTES group stems from suggestions and recommendations contained in two highway studies completed in 1953 and 1965. The 1965 study, prepared by the private engineering firm of Wilbur Smith and Associates, concluded that projected state highapproxway revenues are imately equal to long-ranneeds for the state road sys ge tem, but that local road and street systems have substantial revenue deficits and are in immediate need of additional funds. The plan to upgrade local roads has received widespread general support from most of the major highway-us- er groups in Utah. The Utah Foundation analysis notes, however, that several points of concern have been rasied regarding some of the specifics of the program. These include the following. 1. Loca' resistance to state controls and supervision has raised some question regarding the adequacy of engineering, technical supervision, and inspection standards that would be applied to the proposed arterial road system. 2. Unless it is carefully coordinated, there is some fear that the program could create a further proliferation of local road building agencies resulting in additional overlapping, duplication and waste, particularily in the use of personnel and equipment. 3. Since the proposed distribution formula emphasizes population and land area, there is a question as to whether local road needs will be met on a legitimate priority basis. 4. There is also concern that some local units may look upon the new state money as a replacement for local funds now being expended on local roads rather than as a new resource to meet pressing local road needs. The Foundation analysis takes note of the fact that there is a legal question regarding the constitutionality of the UTES proposal. He died of a heart ailment January 30, 1968. Mr. Box was born July 4, 1893, in Payson, a son of Andrew and Mary Christine Smith Box. He was a retired miner; af- ter his retirement, he was a handyman doing home repairs and odd jobs. Survivors include nephews and nieces. Burial was in the Payson City Cemetery under the direction of Rigby Mortuary.
