The Superintendent and Board again that there will not be an increase in the Capitol Outlay and Debt Service Funds for Nebo School District. The levy must remain at 18.00 mills in accordance with the Boards commitment to the people of the District that a successful bond election would not increase the mill levy for the Capital Outlay and Debt Service Fund. As reiterated many times by the Board and Superintendent this fund can only be used to construct school buildings and pay off bonded indebtedness. It cannot be used for teachers or the maintenance and operations of schools. Tort Liability Law Aired and The Superintendent Board discussed the effects of the added burden placed upon local boards of education, due to the action of the Legislature, through passage of the Tort liability Law which will compel local Boards of Education to raise the mill levy for the Maintenance and Operation Fund by Vi mill. This law becomes effective on July 1, 1966. Due to other action taken by the Legislature and Governor which changed the finance formula for the Maintenance and Operation Fund of the District, the Board, in order to receive Nebos fair share of state monies, is now confronted with the proposition of raising the Maintenance and Operation mill levy for the supplemental program from the present 8.97 mills to 11.00 mills or an increase of 2.03 mills. The Superintendent pointed out that this increase would be partly offset by any decrease in the uniform state school levy which presently is 9.7 mills. Next year it is expected to be 8.5 mills which will be a decrease of 4.2 mills. Should this decrease be made, the total increase for the coming year for the Maintenance and Operation Fund for Nebo School District would be .83 mills, this school would be for the 1965-6year only. Legislative action also has affected the Maintenance and Operation Fund for the 1966-6- 7 school year at which time the mill levy for the supplemental program will increase from 11.00 mills to 12.00 mills. The Tort Liability Law also becomes effective which will add up to Vi mill levy to pay the premiums of liability insurance coverage in the event of any suit brought against the Board which has now been made possible and almost mandatory under the Tort Liability Rind-lisbache- rs The Board reviewed its policy on releasing women who became pregnant while under contract. In view of the late hour President Anderson and the Board asked the Superintendent to provide time for its discussion early on the agenda of a future meeting. It was pointed out that the average increase of 407c in the State Income Tax and the 507 increase in the Corporation Tax would bring in funds ear-- ! marked for the Uniform School Fund, and in order for Nebo School District to receive its fair share of these increases, local taxes for the Maintenance and Operation ' Fund would have to be raised. A study and analysis of the results of this increase of local taxes, when compared with the results of no increase in local taxes, revealed that the Board would stand to lose a total of 297, 000 during the next period if the additional mill levy is not assessed.
