That all action heretofoie taken (not inconsistent with the provisions of this ordinance) by Payson City and the officers of said City directed toward the acquisition of sidewalk improvements, and improvements incidental there- to, in an area sometimes designated as Payson Special Assessment District No. 64-and toward performing all prerequisites to levying special assessments and to fixing the 1, assessment lein against the described herein, pi oper'y be, and the same hereby is, ratified, approved and confirmed, including, without the generality of th limiting foregoing, the creation of said District, the giving of notice to contractors, the due letting of a contract for all of such improvement to the lewest responsible bidder, The L. Nelson Construction Company, of Orem, Utah, in the amount of $4581.19, the acceptance cf said improvements upon completion and the acceptance of the report of the Board of and Review, Equalization which had been duly made by said Board after its sittirgs pursuant to proper notice. Section 2. That said assessment roll filed with the City Council by the Board of Equalization and Review for Payson Assessment District Special No. and thereafter adopted and accepted by said City Council by a resolution adopted and approved the 16th day 64-- therefore, no redemption of such property shall be mitted except upon payment cf the full amount due, interest and taxes paid by said City and accrued costs and redemption fees, unless in the judgment of the City Council of said City, the interest of the City will be subserved by accepting a less sum in settlement therefore. After sale, if lax sale certificates thereon have issued to the City, such City may provide by Ordinance for payment in installments of unpaid principal, interest and costs and charges, and for giving credit for the amounts so paid against the amounts so due; provided, that the installment shall be in such amount as will discharge the indebtedness within not more than the period in which the right to redeem from such tax sale shall expire. Credit shall be given for each installment as paid, and interest thereby reduced proportionately, and on all unpaid installments interest shall be paid and charged at the rate of ten per centum (10) per annum. In case any owner electing to take advantage of the provisions of such ordinance shall fail to make payment of such installments when due, the right of the City to receive a tax deed for such real estate, shall not be nor shall the owner be entitled to receive any refund of any amounts so paid.
