That are officers and employees of the City be, and they are hereby authorized and directed to take all action necessary or appropriate to effecuate the provisions of this ordinance. Section 7. That in the opinion of the City Council of Payson City, it is necessary to the peace, health and safety of said City, that this ordinance take effect immediately upon its passage, approval and publication, and that an emergency is hereby declared.
