They are convinced that a n on the subject of fiscal irresponsibility is img perative during the session of Congress. Otherwise, they think that dangerous shoals lie ahead. The seriousness with which the Eisenhower Administration regards the fiscal situation is indicated by the warning by Budget Director Stans that unless we hold the line now the day is not too distant when the budget will rise to the 90 or range. That would be an alarming jump from even the present estimated spending heights at $79 billion for the current fiscal year (ending next June 30) and at a staggering $81 billion for the following year. It wound be an even more startling advance from the $39.6 billion spent ten years ago in the 1950 fiscal year or the $64 6 spent five years ago in the 1955 fiscal year. Economy advocates contend that substantial cuts in spending can be made without affecting national defense or funessential government e ctions. One of the leaders, Senator Byrd points out that: Contrary to general understanding, recent great increases in federal spending have not been for defence or foreshow-dow- rapidly-approachm- met the objective for which they were created. Economy forces emphasize that the President can limit the spending proposals he submits to Congress and can insist on economical and efficient administration to hold expenditures to essentials. But the power to legislate new programs, to authorize future spending, and to appropriate funds in excess of the Administration's recommendations lies with Congress subject to the Presidents veto power. The really effective control, however, is public opinion to which both the President and Congress responds. So the economy forces are hopeful that there will be an upsurge of economy sentiment from the grass roots and that it will be communicated vigorously to both the White House and to Congress before Congress reconvenes on Jan. 6.
