The birthday party presents a ready made script. All the things that go into a good movie are right there for you. Where to start? Well, why not open your movie with a shot of the star performer getting dressed, Little boys hate to tlress up and little girls love it. So youre bound to get some interesting footage either way. You can add continuity with a shot of the guests arriving. Then get a shot of the table all set to receive them. These can be fairly short scenes, just enough to establish the trend of the story. According to the Foundation, there are 26 different tax rates applied in various parts of the Jordan School District, and 25 separate tax rates are charged within Granite School District. Some of the taxing areas are so small that the taxes charged do not even begin to pay for the extra administrative expense involved. One tax area in Granite School District, for example, had a total assessed valuation of only $110 last year. Another area in the Jordan School District showed a total valuation of $410 in 1958. Foundation analysts reveal that this absurd tax tangle has resulted primarily from the unchecked and ungu:ded creation of special taxing districts for Hart-vigse- overlapping another. Nothing was done, however, to alleviate the problem created by overlapping special districts. Annevation by cities is a second reason for the growth in the number of separate taxing areas, according to the Foundation. If a parcel of property is annexed into a city, the property owner must continue to pay any special district levies in addition to the city levy. This results in a considerable amount of double taxation. For example, residents of one area annexed to Salt Lake City several years ago must continue to pay the Salt Lake City Metropolitan Water District levy, the Salt Lake County Water conservancy District levy, the Salt Lake County Mosquito Abatement district levy, the Salt Lake Suburban Sanitary District levy, plus Salt Lake City levies for the same pur from poses. The Foundation points out that the situation is even more unfair when unimproved land is annexed into the city. If a home or business is later constructed on such land, the double tax levies apply not only on the original assessed value of such land, but also on the value of the buildings. In nearly every case, the prop- erty owner in the annexed area receives no benefit or services from the special district to which he is forced to pay these taxes. This inequity tends to inhibit residents, industrial, and business development in the metropolitan areas of the State, the Foundation reports. Foundation analysts suggest that the State might consider legislation to alleviate the double taxation problem for school districts. Present Utah law provides that when the limits of a first or second class city are extended (first and second class cities constitute separate school istricts), a board consisting of the superintendences of the city district and county school district along with the state superintendent of public instruction determines an equitable settlement 'between the two districts. In most cases involving small annexations of prop Luang Cok ! erty where there is no school property in the area annexed, the county district relinquishes all claim against the area and the city district takes over the responsibility for providing school services. The Foundation points out that legislation such as this could provide a solution to the problems created by city annexations of property lying in special districts. If a board consisting of the mayor of the city, the chairman of the board of trustees of the special district, and the chairman of the county commission were to settle equitably and differences before such annexations are made, double taking of property owners would be avoided and the number of special tax areas would be kept at a minimum.
