'I hese are called the "granddaddy license, of which 170,000 were issued 'There are After January, 1916 jserhaps 100.000 of them still in use licenses were issued which were good for three years. 'I he law provides, however, that any operators license may be renewed upon payment ol a fee of fifty cents if application for the renewal be made within ninety days prior to the date of expiration. It this is clone, the licensee need not appear in person. He may have his license renewed by mail, or by some other person appearing lor him. the only requirements for renewal bieng that the request be made within ninety days prior to the date of expiration and the fee of fifty cents be paid. To all intents and then, all licenses are granddaddy licenses. Under such a system it is inevitable that there will be drivers on our roads who since they first acquired a license have developed faulty vision, or other physical or mental ailment, or Yet. negligent driving habits, which make them unsafe drivers these jvople have valid licenses to drive, and cannot be taken oil the road until they cause a serious accident, violate the law three times in an eighteen month period, or somebody complain to the department that they are hazards on the highways. Some people have physical defects so serious as to make it I he delects hazardous for them to operate a motor vehiclehave come upon them so slowly and. gradually that the victim is not conscious of their presence. Many aging people are loathe to admit that their vision or hearing or muscular coordination is impaired. We all like to kid ourselves into believing that sve are just as good physically as we ever were. Aging people with disqualifying defects continue driving, with the result that they, sometimes become involved in accidents which take their lives, or the lives of other people, or cause property damage or painful personal injury. There is no valid reason why anyone sluauld object to taking an examination as to their fitness to drive a motor vehicle once in five years. If the driver is qualified, he has no reason to fear a road test, and if he has any physical disability, or has acquired any bad habits of driving which disqualify him. it is much better to learn of them and correct them through taking a driving test, than to continue driving until tragedy overtakes him Ml the argument as to whether it is the young or the old drivers who cause most of the accidents is beside the point. All ages ol drivers cause accidents. 1 he licensing of drivers and all machinery set up for the control of drivers has only one purpose--tmake the highways as sate as possible by keeping unqualified and irresponsible drivers from driving motor vehicles. It, alter having once secured a license, a licensee who acquires mental or physical disability or hazardous driving habits may keep his license valid indefinitely by simply paying fifty cents each three years, the state of Utah cannot hope to improve vcy cudi upon present traffic safety conditions. i X , J.
