Gunnison Mayor Steven Buchanan said “All have people interested in making a dollar” he commented Many times people end up paying more for the home than they had planned Said Taylor “The starting price is inviting but things get added on and then the house costs as much as a stick built” How can the city restrict manufactured homes? The council discussed designating a specific area for the homes Administrator Limb said that cities can’t discriminate between frame homes and manufactured homes Developers of subdivisions can put restrictions on what is allowed in their development but it’s more difficult to restrict certain things within the entire city area Taylor’s main concern was the size something that can be regulated by the city City code currently requires homes to be at least 750 square feet in residential areas Council members decided on 1000 square feet as the new number Currently there are no manufactured homes smaller than this size in Gunnison The Planning and Zoning Commission will write the jordinance stating that homes with less than 1000 square feet excluding the city employees have to grow beardsexcept Nancy and Tami” All proceeds from the entry fee of $200 will go towards the pool fund The contest is open to all of Gunnison Valley Boyd Brady commented that they had been inside some manufactured homes Taylor reported that as a Utah Power and Light employee he has seen poor workmanship in several manufactured homes “We basement area will not be allowed in Gunnison That will be “more suitable to the plans we want for our city” said Taylor Before becoming law the ordinance will be reviewed during a public meeting Let the whisker growing begin It is 100 days until the Fourth years—since the special Service District was formed "“Also at the meeting the board chose representatives to serve on a selection committee during the process of finding a new hosThe committee includes pital administrator two members of the board Neil Mellor and Paul Dyreng and two members of the medical staff Dwight Inouye and Keith Willmore as well as current administrator Mark Stoddard Several applications for the position have arrived at the hospital but the committee will wait to review them until the deadline of April 2 is past The committee will select applicants to interview and after interviewing several will bring a recommendation to the board of who to hire for the position “You will all have a say” Administrator Stoddard told the board as memThe board voted to bers Paul Dyreng and Bruce Blackham whose terms of service ended this year Both men expressed a desire to continue serving on the board "Chairman Sorensen reported to the board that after reviewing the Special Service District bylaws he and Administrator Stoddard “felt like some areas needed to be changed” Lawyer Ken Chamberlain is reviewing them now and each board member will be sent a copy of the ammendments to review before next meeting "Board member Mary Hill commended Head Nurse Janica Husbands for her work coordinating beepers In the past several phone numbers have been used to access pagers but one number didn’t access all the pagers Physicians lab technicians radiologists and the respiratory team (all the personnel) can be paged by dialing one number and then entering a pager’s four digit pin number This enables staff “to locate said people more accurately and quickly” Hill "Chief Financial Officer Virgil Blackham presented a option to bundling "Bundling" involves using lists of supplies that are typically used in Rather than have the hospital procedures billing person itemize the supplies used such as rubber gloves gowns etc the person would just charge the standard fee for a service and all of the supplies would automatically appear on the “bundled” bill This helps reduce billing errors Blackham contacted the creators of the software program the the hospital uses for billing The program is already set up with codes for specific procedures Representatives told Blackahm that as many as 20 items could be attached to each code When a code is used such as for a surgery all the items will be detailed when the code is punched The company will set up the system for $1080 compared to a cost of $9000 for bundling to be set up The board reviewed the financial Member Brian Jensen in Gunnison City Council meeting March 20 Jensen was speaking about 82 acres north of the prison that is already surrounded by prison fences Recently approved additions to the prison will be placed north of the existing buildings in the area that is in question Core samples have already been taken with plans to begin building in August Jensen spoke with Terry Jacobs who is in charge of the facility buildings Jacobs will research the transactions that took place when the prison was built and let Jensen know what he finds The council discussed impacts the prison additions will have on the city’s infrastructure City administrator Ray Limb commented that the sewer line (the one coming from the prison) at the manhole in the junction of Sunset Drive and Second East is ready 34 full and that only thre residential houses have been connected to it at that point He added that Prison officials have helped with some sewer problems: A $45000 separator was recently purchased to help extract items plastics and other “They feel we’ve been impacted by all the plastic in the (sewer) ponds” said Limb Rodney Taylor said “We ought to be able to get some help from them with funding for other projects” Council Member Boyd Brady pointed out the impact additions will have on culinary water supplies “They know iii© Speech 4 cents Gunnison P&Z instructed to look at manufactured housing regulations by Anita Lyons Staff writer In new construction manufactured housing outnumbers framed housing in Gunnison four to one Council Member Rodney Taylor told the city council during their meeting last Wednesday March 20 Taylor who is council representative on the Planning and Zoning Commission reported that the commission is considering putting some sort of regulations on the manufactured homes coming into town Some of the homes have as little as “700 square foot living space for a single family dwelling” said Taylor He gave a scenario: A couple will buy a small manufactured home but after two kids they have to move out Taylor and other members of the commission are worried that “down the road those will become our housing units” City Administrator Ray Limb commented that the Utah Code defining a manufactured home recently changed allowing things that weren’t allowed before “You’re basically looking at a trailer that has been modified” commented Taylor “These are not the homes we saw fifteen years ago” Council members Elizabeth Jensen and Trudy Fjeldsted 50 gfliESMExgi '©‘iJ53iS3®l J'tTSlHESD' iSll!l0®JB gtSS’- - they’re creating a problem and they need to help us with a solution” he said The council discussed ways the prison could help with infrastructure: by paying impact fees or by installing new larger lines through town The city may need another sewer pond Mayor Buchanan suggested that prison officials be invited to the next council meeting "Also at the meeting Brian Jensen suggested that Mark Pickett be hired to complete two jobs The new water line along the prison road should be covered The pipe has an crack in it “due to exposure” said Jensen Also it has been about three years since the sides of the city streets were graded “It’s about time again” "Jensen told the council about a bill that went before congress to eliminate franchise fees He advised that if the city is going to charge the fees to help pay for a pool it should be done quickly The bill if passed will prohibit future taxes but will not disturb ones that are already in place "The council adjusted Hal and Radine Pickett’s water bill Two years ago a new six inch line was installed with a new meter but city workers neglected to take out the old meter Pickett unknowingly turned on the wrong meter earlier this spring causing a flow from both ends of the old pipe The “leak” created a sinkhole on the comer near Lotsa Motsa and increased the Pickett’s water bill substantially The Picketts were quired to pay only an average of their previous year’s water bill "Recorder Nancy Lemon reported that the (Continued on Page Area Calender Today March 27 - GVHS BB Kanab at home March 28 - Track meet at Juab March 30 - GVHS Junior Prom Promenade
