basement of the county courthouse as it doesn’t meet required jail standards The present jail will only house 5 male inmates no female inmates and no juveniles Any ditional prisoners have to be taken to other county jails ad- Costs of housing inmates in other county jails is very expensive Based on 1982 costs for to this viding we can continue to keep it open If our jail authorities then our costs will be much higher Two officers are required to transport an inmate each time they are moved to another jail lor when they have to be brought back to court A round trip to the nearest jail is ipproximately 90 milesThis takes nearly 3 hours of the officers’ time This reduces' law enforcement by half in the county each time a trip is made with federal and state standards places Sanpete County in full jeopardy Our jailaeould be closed any day if federal or state authorities We must protect the county desire to ao so ' It is not the intension of the county commissioners to build a new courthouse We feel the present building should be left in its present state as near as possible However some remodeling has to be done to bring the present building up to fire and building codes and to meet handicapped standards Both federal and state officials have made surveys of the building and have listed corrections that have to be made to meet these standards The commissioners appointed a committee of citizens to do a study and make recommendations on what should be done to take care of the problems After a year’s study the committee recommended that a new jail with related facilities be built and that necessary remodeling be done in the present courthouse to bring it up to all necessary standards Working to solve this problem the commissioners retained an architect to make evaluation and design the needed renovation and new facility Judge Leonard Syme Judge Norma Lou Prestwich Judge 10 Ephraim No’s 2 and 3 1 City Hall Lucik Olsen Judge Nell Olsen Judge Sheriey 11 Manti 2 No’s and 3 1 Library Bsmt Monson Judge Ethel Nelson Judge This is the first time the Community Impact Board has looked favorable to this type of a loan We feel very fortunate to obtain the $100000000 at this low interest rate It is important to build now while we can obtain this low rate of interest Bidding on contracts is very competitive at this time The loan from the Community Impact Board is conditional on Sanpete County selling $150000000 additional bonds by public sale Further it is a condition that a special bond election be passed authorizing the issuance and sale of the bonds Lynn Cox Judge Mildred Johnson 12 Town Hall Sterling Dona Judge S Peterson Judge Marilyn Lyon Judge Virginia 13 Mayfield LDS Church Anderson Judge Christensen Julina Judge Erma Anderson Judge Judge 1$ Axtell LDS Church Essie H Sorenson Judge 17 Fayette Town Hall Therefore the commissioners has called this special bond election to permit the electrorate to authorize the bonds The bonds will be issued as general obligation bonds payable as to principal and interest from property taxes It is estimated the necessary levy to retire the debt will be less than 5 mills Based on a home that has an assessed valuation in the year 1982 of $100000 your mill levy being 6684 mills your taxes would of been $6684 Taking the same valuation of $100000 adding on the additional mill levy would make it 7164 mills Your tax then would be $7164 or an increase of $480 On a home with a valuation of $200000 would increase your tax by $960 a year On a home with a valuation of $300000 would increase your tax by $1440 per year This averages out to about 725 increase over the county The amount of $250000000 is the amount projected by the architect When final plans are drawn the cost could be less We assure you that the cost won’t be more Both federal and state officials project a large growth in the county over the next 10 to 20 years The jaU project is being designed to take care of the projected growth over the next 20 to 30 years The building is designed so that an addition can be made if needed in the future The facility will be able to handle male female and juveniles This serious problem must be corrected Your favorable (YES) vote in this bond election will make this possible Be sure to vote — your vote is needed Tuesday march 8 1983 JuneCrowther County Commissioners
