Legislature changes to the Ltah Con stitution so that any of the approved changes could be placed on the ballot this fail for voter approval Second to pass upon certain other items of an urgent nature Not one of the proposed changes to the Constitution was able to get the vote for approval This necessary was unfortunate as I believe that the public should have had a chance to express its opinion I m the November election voted against one proposed Its purpose was to change remove pay increases of legislators from voter approval as it is now to an apI pointed salary commission underground coal mines m the west Rail deliveries of the coal expected to begin in July are 1981 A Coastal States spokesman said that the contract also contains options under which Sierra Pacific can extend the another 13 years agreement During the first four years of the contract Coastal will supply 850000 tons of coal each year durmg the next six years and 900000 tons annually during the remainder of the
