approved by President Chester Alan Arthur that "the flag of the President of the United States shall consist of a blue ground with the arms of the United States In the center" It was not until 16 years later however that the army followed the lead of the navy by adopting a in distinctly flag for Its commander chief and when It did Its action marked the beginning of a series of controversies which were to lust for Under a general nearly two decades order Issued March 28 1898 from the adjutant general's ofllce by direction of the secretary of war the President’s flag for the army was designated as a flag of scarlet bunting with white stars In each of the four corners and In the middle of the field a large blue star outlined In white and In the center the United bearing Statea coat of arms Around this central star were other white stars representing the etates of the Union war During the the army Presidential flag was hung upon the wall of the cabinet room In the White House symbolizing the position of President McKinley as commander In chief of the army and was the first war flag of Its kind (hat had thus ever been used But for some unknown reason the navy Presidential flag which would symbolize his position as commander In chief of the navy was not thus displayed The army Presidential flag was first exhibited publicly at the peace Jubilee In Chicago In 1890 and celebration again at a similar celebration In PhilaLater both the army and the delphia navy flags were twice hung in the of the White House malu hallway during army and navy receptions but the army flag was never hoisted until March 4 1001 when It flew over the Presidential stand at the reviewing second Inauguration of McKinley The first controversy over the PresiIn 1899 came dential flag The up War department order of 1898 had directed that the oflldal definitely coat of arms on the central star should be "as determined by the State and the arms referred department" to are those shown on the great seal of the United States which Is In the rustody of the Department of State The shield thereon had always displayed seven red and six white bars red and white which was alternately with the act of strictly tn accordance congress of June 20 1782 establishing the great seal In 1899 wlien the officers at New York and equipment Mare Island where flags for the navy are made were furnished their flag books for the year they called attention to the fact that the shield on the President's flag erroneously displayed even white and stx red stripes of the reverse It was discovered that the design had been copied from a publication of the State department entitled "The Seal of the United States” The matter was taken up unofficially with "the ' State department and ended with an admission from officials of that department that "there was no logical reason for the reversal of the colors which was presumed to be the result of an arbitrary heraldic license" In 1902 the acting secretary of the navy Issued a memorandum that "the State department certifies that the shield has seven white and six ml bars alternating white and red and It Is ordered that such shall he the seal on the Presidents flag" Meanwhile the army continued to make Ita flag with the aeveu red and six white stripes on the shield In November 1902 It was decided that 1902 It was officially announced controversy between the two that the departments President’s over the design of the flag was at an end The only other change was to tnake the t& stitched black white eagle heavily Despite the agreement however the flags used by the two branches of the sendee were not yet the same True both used the same device as to ths eagle and the shield but the navy clung to Its blue field and the army to Us red field It was not until ths next administration that decided stepa towards uniformity were taken On June 24 1912 and again on October 29 1912 President Taft issued executive orders that ’the color of the field of the President's flag shall be blue" but the army did not Immediately conform and a difficult situation arose at the Inaugural ceremonies of President Wilson In March 1913 The reviewing box in front of the White House was decorated with two President’s flags provided by the War department and the Navy department The Navy was blue but the War department’s was red department’s This revived the old controversy and when again In 1915 there was a double display of colors the matter assumed a serious aspect It was pointed out to President Wilson that an agreement should be made and a stnndurd flag adopted for both branches of the service The President called in Byron McCandless aide to the secretary of ths navy and requested him to prepare a design for the Presidential standard The new flag was to consist of a blue field with four white stars In the corners since The flags of an admiral and of a general bear four stars as a sign of command and the Is President the highest ranking admiral and general Instead of an exact reproductUm of the great seal President Wilson expressed a desire to have bis personal seal a modification of the great seal used on the Presidents stationery In the White House on the flag This seal differs from the great seal In that the eagle's head Is turned to the sinister (its left) and the stars above the eagle are differently arranged The new design was prepared by the bureau of construction and repair under the direction of Commander McCandless and was approved by the President In an executive order dated May 29 So at last the con1916 troversy was ended and a President's flag uniform for both branches of the service came Into being But though the controversy over the President’s flag was thus ended there are those who are not yet satisfied with the President's flag They point out the fact that the seven white and six red bars on the shield even though it does have the Indorsement of the State department is not In conformity with the of these colors as prescribed In the act of congress of June 20 1782 adopting the grent seal of the United States nor as prescribed by the act of congress of April 4 1818 prescribing alternating red and white stripes in establishing the American flag But more serious that this according to heraldry experts Is the fact that on the President's flag the eagle's head is turned towards the sinister that is away from the flag pole It Is one of the ancient rules of heraldry they say that no bird or animal ever look away from the staff for If such a flag Is carried Into battle the head thus turned would make It look as though the bird were retreating from the enemy On all other flags on which the eagle appears Its head wtyi faces the staff regardless of which tide of the flag one looks at St George — Seed They are especially suitable for feeding heavy rations of steers In fact grain usually eat more and make greater gains than steers Many of us feed hay method to fatteniby the ng steers but we do not call It by that name In care grain great must be given to starting cattle on To turn a bunch of hungry feed steers that are not used to grain onto which allows them all a they can eat would be disastrous Animals of this kind should be hand-fefor a month or more In the troughs until they are comof the One pletely on a full feed of grain should start with about one part of grain to three parts of roughage by Then gradually Increase the weight grain until the cattle are getting three parts of grain to two parts of rough-agOf at the end of the first month course toward the latter part of the fattening period the cattle will be eatas much grain ing about three times as roughage for Danger of Bloating Is Drawback to Alfalfa Except for the fact that there Is some danger of bloat alfalfa makes The splendid pasture for cattle danger from bloat can be minimized the cattle In when by not turulng If they they are exceedingly hungry have had a meal of ground feed or hay or silage and are fairly well filled before turning them on there will not be much danger of bloat Providing a rackful of hay or ‘Straw also “prevents bloat to some extent While the cattle do not eat much of the dry material they will If hungry eat enough of It so that they will not be so ravenous when turned on The mixture seems to the alfalfa In starting the cattle on alfalfa help it would be advisable to keep them on only half hour to an hour at a time at first lengthening the period as they become accustomed to The danger of bloat is greatest when the alfalfa Is wet or covered with frost a t it Thrive on Weeds Without Eating Grass The poorest sort of pasture will one ewe per acre maintain Good grass will maintain five or even more Sudan pasture will maintain ten or more during the grazing season The value of sheep for the farmer lies In the fact that they live largely on weeds and In the ordinary weedy pasture will Improve the grass if not too closely confined The most profitable flock of sheep Is that number which will keep down the weeds on a farm without eating very much of the grass Sheep will kill out nearly all the weeds In a pasture In a couple of years thus permitting the grass to make a fresh start and come back t a thicker stand Shipping Hogs Reonuse of high prices being paid finished hogs and the Increased losses In shipment due to summer heat waves farmers will be well repaid for extreme care In getting their hogs to market according to the swine department University of Illinois Slipping conditions may be Improved by hanging Ice In burlap bags from the roof of
