year One of these is the Delta Aquands that lies within the constellation of Aquarius “The Water Bearer" that lies very close to the southern skies here m Utah Although the shower rises better for those m more southerly states it still puts on a nice showing for us here The shower peaks on the night of Sunday July 27th but the actual shower really begins from of this year through Look directly south beginning a bit before midnight throughout the dusk of the meteors per hour and will next day The shower should produce between only be diminished by our Last Quarter moon that occurs on the night of the 2thl All that you will need is a good location away from city lights as well a comfortable place to observe the radiant point The diagram below will help in locating this interesting all night show As many of you may now notice daylight hours are gening shorter with each passing day as we sink further into autumn It is interesting to note that this year there are very few planets that will not offer themselves well into the evening as twilight often overtakes them in their journey throughout their orbits in space The only interesting one now available will be Jupiter and since it lies very low on our southern horizon it w ill take a bit of doing to get some really nice images Many of you will probably have to wait till autumn before we get to see any of them really well Later into the night if we take a good pair of binoculars outside and allow our eyes to adapt to the darkness we still can get some beautiful views of the core of our galaxy Look towards the constellations of Sagittarius as well as Scorpius that will lies directly to our south Both of these constellations offer a wealth of star clusters as well as the star clouds that we often see in some of our more popular magazines It is here that we will be able to see the massive amount of nebulous gases as w ell as the millions of stars that make up our galaxy For those owning telescopes that are greater than 8 inches in diameter one can well make out the dozens of star clouds as well as the massive tiny starlets that make up our Milky Way band Check out the star clouds located especially in Sagittarius where we find the densest region of the core of our great galaxy Within this globular star clusters region it is not difficult to find at least ev en w ith the use of a good pair of 0X50 binoculars On the nights of July 25th throughout July 28th it will be advantageous to check out our moon as it goes through its orbit about the Earth every 28 days This might also be a good opportunity to see our moon as it heads towards its “New" phase on the first of August before it begins its transit across our summer skies It is Report of July 10 2008 Millard School Board board Meeting 2008 the Millard oo July 10 meeting At the regularly scheduled School Board reviewed its Facility Master Plan After considerable deliberation the first formal step the school board approved a motion to move forward with is towards having a bond proposal placed on the ballot This to hire a bond wort for submitting the bond attorney to prepare the necessary legal paper In its August meeting the board anticipates proposal to the Lieutenant Governor and if all is in order approving reviewing the bond proposal from the attorney days before the election its submission This must be done at least which is the middle of August for the November election of a senes election open meetings will be November the and now Between held in the various communities in the county to explain this bond proposal and The board believes an receiv e feedback from all the citizens of Millard County informed electorate will make the nght decision In the July meeting the board reviewed at length the extensive work and deliberations of the last several years concerning the physical needs of the district This evaluation included the Entelen engineering report that demonstrated that both Delta High and Millard High need significant repairs and upgrades The FC1 (facility condition index) for both clearly supports the assessment that the cost of repairs exceed the cost of replacement This objective evaluation bv an independent engineering firm of all district facilities was the first step in identifying the building needs of the district The board evaluated when would be the best time for doing these needed Considerable weight repairs in an organized proactive cost effective fashion of any was given to the fact that currently state assessed properties pay 75 new municipal bond This number is declining and it appears that this will continue to be the case If the project were delayed on the other hand the costs an increase while increasingly larger of replacement and repair would continue to the ordinary citizen portion of paying back the bond would be passed on to To help the board properly consider all this information meetings were held In these with the preliminary building committee meetings all the available information about the proposed building plans was reviewed including costs timing engineering reports and the declining portion of the tax base made up of state assessed facilities The committee also toured Delta and Millard High and observed first hand their deficiencies At die end of the meetings the participants were asked to turn in a ballot indicating whether the board should go forward with the bond They were also given the opportunity to express opinions and observations All responses were seriously considered by the board Over 75 of respondents favored moving forward with the bond This fact was to the board The amount of the proposed bond w as also discussed in detail It was reviewed and trimmed to 48 million with the intention of doing major replacement projects for both Delta and Millard High The exact design and configuration of w hat to replace versus what to keep will be worked out over the next few months with input from the community and in consultation w ith the architects By placing the bond proposal on the ballot and by providing relevant information to the community the board is giving community members the opportunity to express their opinions on the direction the school board should go in providing effective efficient educational facilities for Millard County This has been a very senous discussion for the board Feedback and information has been sought from many sources but in the end the school board believes it is the right thing to do now in order to provide the best educational facilities for
