ruled that Americans have a nght to own guns not just tied to membership in a militia on Thursday June 26 The Court ruled in favor of Dick Anthony Heller in the case of District of Columbia eta v Heller In the first major pronouncement on gun rights in US history the Court struck down the District of Columbia’s ban on handguns The ruling asserted the District’s law is incompatible with gun rights under the Second Amendment Heller a D C special policeman applied to register a handgun he w ished to keep at He filed home but the District refused this suit seeking on Second Amendment grounds to enjoin the city from enforcing the ban on handgun registration the licensing requirement insofar as it prohibits carrying an unlicensed firearm in the home and the requirement insofar as it prohibits the use of functional firearms in the home The District Court dismissed the suit but the D C Circuit Court reversed the decision holding that the Second Amendment protects an individual’s right to possess firearms and that the city’s total ban on handguns as well as its requirement that firearms in the home be kept nonfunctional even violated when necessary for that right Justice Antonin Scalia said the does not permit “the absolute of handguns held and used for in the home” Scalia wrote See Firearms on page 12 Constitution prohibition 0 Vol 97 No 51 July 2 2008 Primary anniversary during our 114th amalgamated year by Dean Draper July 4 marks the 98 anniversary of the Millard County Chronicle The history of Millard County’s includes several twists and newspaper turns Five newspapers have distilled into one over the past 114 years The Millard County Blade of Deseret and the Clear Lake Review spawned the Millard County Progress in 1894 The Millard County Chronicle came into being on July 4 1910 — a chosen date prophesying big things to come July 11 1933 quotes the first edition of the Chronicle: “This number of the Chronicle said Dresser is issued on Monday July 4 1910 but the regular date of issue will be Thursday Don’t forget that the Chronicle is equipped w ith a first class job printing bill plant When you want letterheads heads envelopes circulars cards etc printed in style send your order to the Chronicle office” In keeping with this nearly century-olnotice we still offer a great variety of services to the community Check out the online information Jan 25 of this year marked the 114 anniversary of the founding of the Life continuing to go in different in two publishing families the Beckwiths and the Wilsons resulted in the merger of the Chronicle and the Sometimes the business gets Progress sold and changes hands when an heir is not apparent Then later on an heir comes Progress directions to the fore and the business reverts to a prior owner’s family Such was the case with the Chronicle years ago the two newspapers got together to serv e the residents of Utah’s third largest county In 1970 Robert H (Bob) and Inez Riding sold the Chronicle back to Frank S Beckwith’s daughter Sue Beckwith Dutson and Bill Wilson of the DuWil Publishing was Progress formed as result of this venture The papers later merged into one in 1985 The Millard County Chronicle Progress boasts three members of the Utah Newspapers’ Hall of Fame: Frank Frank S Beckwith and A Beckwith Jane Wilson Five of the paper’s pubhshers editors have served as President of the Utah Press Association: Norman B Dresser 1913 Frank S Beckwith 1942 Bill Wilson 964 Susan B Dutson 1982 and current 2008 President Shellie Dutson In recent years the Chronicle Progress has garnered several awards from the Utah Press Association and elsewhere for excellent publication work in the County It is the continued quest of the editor and staff to continue publisher to provide excellent news advertising community notices school happenings and entertainment for our readers Sue Dutson Shellie Dutson Dean Draper Jean Smith Tashelle Dutson and Debbie Coles express their appreciation for the opportunity to serve and work with all of the people of this third largest but first in standing county of the state We’re certain bigger and better things than those already recorded in our pages are yet to come approximately 430 p tn Should voters in the county elect to support the bond issue $50 million in bonds w ill be made av ailable for mv estors to purchase The School District has an excellent credit rating giving the Board reasonable expectations of the bonds being sold “If approved we still have to sell the bonds” said Huntsman “They will not all sell at once Building could feasibly start next Spring if all went well” The bond sales could extend over a period should they not all sell in a shorter time period Building could be done in phases as the bonds are sold according to school board officials Feedback from the PBC was solicited after a tour of the building Dairy man John Nye summed up many of the aspects of the facts presented during the tour and by the School board: “The building has probably outlived its useful life The building is cobbled together and is no longer energy efficient “$50 million is way too much money and it w ill probably cost 20 more before you’re done Think outside the box Get bids and pare down your contractor’s w ish list to what you need It makes sense to do some of the common sense things You can’t depend on IPP to pay all of the expenses through taxes It will shift back and other to Main Street the farmers taxpayers It will get more expensive” Other members of the committee questioned if the $50 million is realistic They reported business owners being concerned about being taxed at tw ice the rate of residential taxpayers “Is this County really going to pass a $50 million bond?” “Is it wise to take on this kind of debt in this economy?” Suggestions questions about ways to proceed with the project were advanced Building design being a key issue Staggering the construction of the buildings on different schedules was suggested Building a new DHS first and then commencing on the MHS building a few years later School Board member Matt Loe was See DHS Tour on page 7 |
