extradited from Illinois to stand trial in Millard County “Me is being brought back for a real serious crime and he needs to pay for it" said Captain John Kimball Millard County Sheriff's Office “This young woman's life was cut short and we're seeking to get ” justice for that Walsh's badly decomposed body was found by deer hunters in October 1990 Kimball and Sgt Jim Masner worked on this case for the better part of 13 years before identifying Walsh They had regularly xecutive Agreement in ebruary sent by Governor Huntsman to Governor Blagoievich of Illinois to extradite Rhoades I xtradition cannot be contested under the terstate ((impact to which I tah and Illinois both belong Due to the aggravated kidnapping" Penalties have changed since then and first degree murder is now the same as aggravated murder This is a capital case the death penally can be imposed and a gag order has been issued by the 4th District Court The county requested certain information not be leased before the hearing and trial so as not to taint the itiry pcnil “We want to try the case here and avoid a change of venue" Berkley said Rhoades became the primary suspect m the case when information was the Ranger to Masner and Kimball Sgt Brooks ong Texas Ranger was looking for information re sent inquiries to law enforcement seeking to agencies nationwide identify Walsh “When you identify your million lawsuit filed by Utah Dairy Farmers changed venue to the Third District Court in Salt Lake City on February from the Superior Court of I os Angeles The California court found "This Court has jurisdiction over all defendants in the case as all defendants reside in Utah and conduct extensive business in I tah “In the present case respondents showed that Utah's jurisdiction reaches to all defendants ” The case centers around possible stray electrical current generated by the Intermountain Power Project Stray electrical current exists when electrically charged current travels across or through the earth instead of along the lines of the electrical transmission svstem Based on numerous tests the losses suffered by the dames ate not a result of the power plant “sad George Cross Genera' Manager PNC 'Independent experts have confirmed there is no stray voltage from IPP- rose sad the Intermountain Plant (IPPt has devdi'ped a battery of tests working with an unnamed local dairy to identify the cause of dairy problems “The ground return is used ( Pc eT minutes a year and measurements show no electricity s propagated to the dames" said Cross “IPP wants die problem to be solved transmission systems are designee and operated so that as a failsafe only under emergence operations or a fault condition such as a component failure electricity travels over the earth returning to the source such as the power plant causing a protective device to operate and 'top the flow of fault current over the earth usually in seconds The complaint alleges the defendants “designed and
