Show Utah Foundation Conclusion which it appears that growth occurred more rapidly and during the second half of the decade This incongruence in the data happens often between federal and state sources’ When in doubt it is always best to err on the side of caution Since the budget documents are a primary source of data whereas the Census figures are a compilation of sources Utah many feels confident that Foundation the growth shown by the state's own figures is correct Investments in infrastructure such as roads and government buildings were a significant factor in this growth as was the reorganization of state government in response to federal mandates for welfare reform When examining the “burden” placed on Utah’s economy by state government the data show that in 1991 $12021 of ever $1000 in perwithin sonal income generated the state went to pay for state government operations and capital By 2002 this had grown to $12669 per $1000 or by decade In over the light of $648 federal welfare reform the the costs to states for increasing Medicaid and rapid economic the fact that growth nationally this increase was fairly small relative to Utah’s economic growth is probably the result of two important factors First Utah does not have a very progressive tax structure In states that do revenue growth often exceeds economic growth during strong economic times Unfortunately for many of those states this rapid upswing in revenue growth led to a rapid upswing in spending on ongoing operations consideration if quences without adequate of the consea recession were to dry rV up these new revenues which is what exactly happened Utah used much of Conversely its increase in revenues on onetime capital projects which is a fiscally conservative choice This leads to the second important factor that restrained Utah state government growth during the 1990s: fiscal responsibility on the By using part of policymakers caution and stocking the rainy day fund Utah was able to ride out the economic downturn of 2001 better than most states 6 There has been concern expressed by some observers that Utah incurred too much debt during the boom years of the 1990s and especially in the past few years burdening future taxpayers The next Utah Foundation report on state government growth will analyze this issue and provide a framework for determining when issuing government bonds is a wise choice Endnotes This is equivalent to stating that state government spending was 1202 of personal income although it is easier to discern small changes in the figure by using dollars per thousand of personal income This can also be thought of as the proportion of the economy that is dedicated to operating state government z Unlike most states Utah’s General Fund is not the largest fund in the budget Utah’s General Fund does not include income taxes (corporate and personal) because those taxes are dedicated to public and higher education and are deposited into the Uniform School Fund For more information please see Utah Foundation’s reports on the economy at wwwutahfoun-dationor- January 6 2004 Researchers at LDS Hospital’s Sleep Disorders Center have found a significant connection between a common sleep disorder and potentially heart ailment that may affect $0 DOWN 425 Interest All have warranties & are Carfax Certified '00 Dodge Durango 4x4 one owner low miles loaded seven passenger tow rear air new tires $16975 or $336mo '01 Dodge Dakota Quad Cab 4x4 loaded Rhino liner 6 pass 47 V8 $18750 or $372mo '00 Volkswagen Jetta 5 speed very nice shape sporty & economical new tires $9650 or $199mo 01 Dodge Neon great shape economical rear wing euro tail lights excellent shape $6750 or $137mo like new loaded '01 Ford Focus modified by us no prior abuse $8500 or $171mo '98 BMW Z3 Roadster 44000 miles extra nice shape fun loaded leather 5 spd $16975 or $336mo Call 864-751- 3 on approved credit & terms for a great deal Visit www championmotors net enough akt in o:lt lit1'1' s NO WONDER Jioo PEOPLE THINK la A SNACK CRACKER ffiM?
