the shift in Central Assessed Taxes toward Local Assessed Taxes Tax Rate and Property Values Deferred Federal Income Tax and date on Unit three with IPA Entities that cross county lines are central assessed The state assesses IPA businesses that are tn a county (local) are assessed by the County Assessor The Tax Commission valued Utah Power and Light at just over 5 billion dollars That property sold to Pacific Corp fori 2 Trillion In 1991 93 2 of taxes in Millard County were being paid by Central Assessed Taxes Local paid less than 3 4 of lofthe taxes (73) in 1991 Three years later in 2001 the utilities are still paying the less 300 increase by Commercial Businesses 85 majority but at only 8471 increase The problem is with the State Tax Commission Your homes took a 200 The way taxes are based there are two different entities that can affect taxes that you take pay One is the value of your property Two is the tax rate How it works is you the tax rate times the value of the property and that equals the revenue to the county The State has mandated every county because of growth If the value goes up you have to drop your tax rate That is so that the county can collect the same amount as last year M illar J County is in a negative growth What’s happening in M illard C ounty is because Central Assessed is depreciating about 4 billion dollars a year The County has 34 of a million dollars less to work with then they had last year to work off of He had IPA taxes The tax rate goes up but comparisons of home owner taxes local business and the value came down The Commission has looked at the entities and are asking them to cut back The access fund balance is for one year’s operating expense and next year they will build the Extended Care Center There will be a Highway Patrol addition to our County jail They will rent and there will be a return in ten years Juab Beaver and Millard Highway Patrol will all be based out of Millard County At 3' per year it will be depreciated out and there will be no more taxes being collected from IPA Deferred Federal Income Tax allows you to defer your taxes over a so that the way its set up you have options given amount of years instead of paying One if you’re a utility you return the money you save to your rate payers The other one if your going to make a huge Capitol purchase and then you defer your taxes so you Because IPA is a nonprofit agency there is no governing have the money for capital body to decide how they pay back or when Unit three issue -
