Show Serving Utah's Great Pahvant Valley Single Copy USPS Changes proposed to water user public notice law Kathy Halker has Rep Mike Staler agreed to sponsor a bill changing current legislation requiring water user public notices to be printed in newspapers of general circulation The new law would allow public notices in shorter form to be published in new but also allow the State Engineer to post additional and more detailed information on a slate website “At first they wanted to only post water user notices on the Internet wouldn't let them” Styler said “Many people have said they cannot understand published public notices Our goal is to make them shorter and The legal description etc could then be posted on a website ” Posting public notices on the Internet are inferior or ineffective at reaching the general public according to the L'tah Press Association Public opinion research in other states also shows the public wants public notices in newspapers State agencies are considering using the Internet as a secondary public notice medium L’PA questions how citizens will be able to wade through dozens of sites to find the ital information or know where to look Other syndrome L’PA said Community newspapers have a long history of acting as the third party Governments should not be the sole keeper and caretaker of public information It is something even America's founders shied away from In ”89 the First Congress ordered every bill order resolution and vote to be published in at least three of the public newspapers printed within the I'nited States In a letter to Jerry Olds State Engineer I P said they cannot support any changes that assume printed or electronic media are equally effective in delivering public notice They propose the law that requires public notices be published in newspapers continue and then be placed in an independent statewide searchable database available via the Internet Ltah newspapers including the Chronicle Progress have voluntarily been placing public notices on a statewide database as a service to citizens at utahlegalnotices com Along with those in L’tah newspapers in Iowa Louisiana MissisColorado sippi New Jersey Ohio Oklahoma and Oregon post public notices on statewide databases Experience has shown proposals that shift public notice to the Internet to save money may impose new and possibly higher costs on L’tah residents It takes thousands of hours to create and maintain even a basic commercial website l’P said The costs of running and maintaining a web can be surprisingly high "I'm not sure support developing website It a think depends on the cost involved it’s great that the I PA is voluntarily placing public notices on their database" Styler said The Legislature's Interim Committee on
