Barlk fT9jr Martin' Ludwig (18) RC (19) ftTdtle Mortiary'(l8) (15) Delta Sports Center (1 5) Utah Staples (16) Division of Work Force Services Power & Light (1 6) Educationally Speaking by Dr Rty Timothy Educational funding is a strange ammal'Over the years a system has evolved that on the surface seems quite complicated andat is However if you dig through all the funding formulas rules and regulations you find that a school district deals basically with two pots of money Maintenance & Operation (M&O) and Capital M&O is the pot of money we use to fund the daily operation of our schools That money pays for the lights and heat of the building the instructional supplies paper pencils crayons books etc that we use to educate yovr students It is also the money we use to pay for the bus drivers cooks secretaries teachers administrators and other support staff necessary to run a school These funds are appropriated by the legislature and come to us generally based upon our student population As we continue to see declining enrollment our M&O budget continues to decline Our Capital budget is used for major expenditures The excellent facilities we have are a result of a healthy capital budget We also fund major repairs from this pot of money Auditorium renovations replacement of roofs parking lots boilers cooling towers equipment etc are paid out of Capital This pot of money comes from local property taxes We are fortunate to have IPP in Millard County PP pays approximately 82 of the property taxes in the county Asa result we as individual taxpayers pay some of the lowest taxes in the state W e are 37 out of 40 districts in the state in the amount of taxes we are assessed to fund education Although we have a healthy Capital budget and struggle w ith our M&O we are legally limited on the amount we can transfer from one pot to another It is a kind of “checks and balances" that is in place so that we don't neglect one part over another Without this balance it would be possible to put everything into salaries and allow our facilities to deteriorate by lack of maintenance or replacement Some areas of the state have tremely poor facilities yet are able to provide more than enough stall and instructional supplies for students We have excellent facilities but are struggling to be able to provide staffing and programs at current levels Last election Millard School District asked voters to approve a “Voted Leeway" Technically this is an increase m taxes which the district would be allowed to use wherever necessary Our district has determined to use this in the M&O budget in order to maintain current educational opportunities for students Those of you who attended our public meetings remember a promise was made not to increase your taxes This will be accomplished by reducing the tax rate in other areas of the budget The overall certified tax rate will be at or less than previous years with no increase to your taxes as a result of the Voted Leeway In this and next week’s editions of the Chronicle state law requires our district to advertise the Voted Leeway as an increase in your taxes That same law however doesn't allow us to state in the same ad that we have off set that increase by reducing the tax rate in other areas You will not see a tax increase as a result of the Voted Leeway Fourth District Court Report Matters before Judge Donald Eyre Monday July 192001 by Knox Huntsman Dale Steven Phelps II 8 appeared in court for an Arraignment Phelps was charged with the Intent to Temporarily Deprive with one count of misdemeanor A lot in Delta and left the keys in the the Owner The victim parked the vehicle in the ignition Phelps was apprehended behind the wheel with the motor running in the lot He said he was going to play a joke on the owner Public Defender James Slavens was for Pretrial July 30 at 9 00 a m appointed as counsel The case was scheduled Omar Reyes 9 appeared in court for a Preliminary Heanng Reyes was charged with two counts of felony one -
