from front assistance page powered by coal or gas) are around percent IPP is 36 percent Gas turbines also have an efficiency of about 34 percent However gas turbines with combined cycles have efficiencies of percent Engineering studies will focus on the combined cycle Initially IPP was to have four units At this time engineering scaled down the transmission line capacity and the current converter stations for two units rather than four This will require the power lines to be upgraded andor new lines installed If new lines go in a new direction then a would require purchasing Water to support Unit 3 will not be a problem according to Chapman Initially there was enough water purchased to support four units When two units were constructed the excess water was “rented” back to the original sellers on an annual base Any water left over is rented to other farmers Because of a current court case in Southern Utah there was recent speculation that IPP may have lost the use of the rented water due to the “Partial Use Law" This law was established to keep water in use If water is not used completely once in five years the complaining party may sue to get that water However by IPP renting the water for all these years keeps the water in use and the law does not apply here When the water is needed for Unit 3 the annual water renting will be discontinued An Environmental Impact Statement (EIS) was initially written by the owners and approved by the Environmental Protection Agency (EPA) for the licensing of Units and 2 This effort was approximately 20 years ago All of the changes and new requirements for the licensing of power plants during the past 20 years must be addressed and incorporated into a “new” EIS EPA approval would still be required During the past year gross generation for the current two units of IPP was 385800 megawatt hours This required 5258000 tons of coat A new Unit 3 would require hundreds construction employees but of would only need between 15 to 20 longterm new employees I COPY "T Millard County has now been approved for the Livestock Assistance Program (LAP) LAP provides direct payments to eligible livestock producers who when sneezing coughing runny noses and other respiratory symptoms are rampant It is important to realize that most of these respiratory infections are due to viruses Traditional antibiotics do not help these viral infections and in fact the of antibiotics for respiratory infections is contributing to the problem of antibiotic sistance a situation where bacteria no longer respond to standard antibiotics This means that drugs may not work w hen you have a serious infection that does quire antibiotics The University of Utah is conducting an important epidemiologic study that tracks the spread of these resistant bacteria and helps determine methods to duce their frequency This study is centered in two rural communities in Utah including Delta Children have been cultured annually since 1998 to determine the presence of a type of bacteria called Streptococcus pneumoniae Samples are then carefully analyzed in a laboratory at the University The study has been a markable success
