Commissioner spend a lot of time and effort protecting our nghts on public lands Commissioners Cox Draper and make up a winning team to fight and negotiate the best conclusion lor this debate Multiple use of public land is the position we are defending Cattlemen miners recreationalists etc need access on the legal nghts of way that we own The rights of way are ours because ol state law and RS2477 federal law Environmental activists would like to steal these rights Irom us To protect you from this injustice commissioners state wide have organized We have secured legislation to fund a system Roads mining claims camp comprehensive mapping and information sites corrals cabins fences histoncal and Indian culture sites etc are included in our Geographic Information System data base This information will be used to defend our rights in Congress or in the courts Our citizens do not want wilderness Th jy have expressed their need to use the land and its resources to sustain their families and These resources are already managed and protected by the BLM and Forest Service from abuse We need little or no more restrictions The Millard County Comprehensive Plan adopted in 1998 Includes important language on public lands and nghts of way Land management agencies are required to include local government in the decision making process to insure the nghts that best serve our citizens have the knowledge to best protect us from this environmental movement We are gaining on them right now The San Rafael Bill is working its way through congress This bill will protect Emery County from total lockout wilderness with an incremental plan allowing for multiple use With the passage of this bill Millard County has a similar plan The commission and our public land committee are hard to refine the plan to protect our interests We will include protection for working areas that are truly wilderness We will protect our rights for multiple use on all the rest We have presented this plan to Governor Leaitt the Congressional Delegation and the Natural Resource Committee chaired by Representative Hansen We have federal state and local support for our incremental plan As your commissioner have the expenence and the ability to work through this important process and resolve this issue in our best interest Together with Commissioners Cox and Draper we have the very best
