these protests and several others on Millard County are not yet known said Hansen In April the Utah Supreme Court ruled the Tax Commission's allocation of airline value based on flight paths was constitutional The court stated because "aircraft ordinarily navigate airspace any noticeable or substantial impact on the territories over which they fly" no substantial or tangible nexus exists This ruling resulted in a $52 million property tax shift from rural Utah to Salt Lake County Millard County's annual loss of airline tax revenue was $348000 The decision also resulted in a $19 million tax increase on Utah's commercial air carriers because of higher property tax rates in Salt Lake County according to Vtah Taxpayer By The 1W8 Legislature approved SB50 which changed the assessment of motor vehicles The bill scrapped the practice of assessing vehicles based on market value and adopted a uniform assessment based on the vehicle's age The change resulted in a reduction in vehicle taxes for newer more expensive vehicles and simplified the assessment process It also created a significant revenue shortfall The Legislature provided for this shortfall to be picked up by the general property tax another tax shift Until the past few years taxes on centrally assessed properties were more than enough to prov ide the county's needs As the depreciation of IPP continues and taxable values for other centrally assessed properties decrease a shift in the tax burden is necessary An increase in the certified tax rate shifts part of that burden to most residen-tial farm and business property State Legislation governs the percentage county government may impose on its taxpayers depending on classification The limit set in Millard County is 0032 That figure is subject to some factors Hansen said The Commission recently adopted a tax rate of 003190 taxes are imposed by value Property and the combined tax rates charged by various units of local government that have power to
