Anderson with his criminal case load Jackson said he has mived emotions addingham to passing the baton from Berkley He explained that Waddingham does not hac additional time to work more hours for the counts "I think so much of Rich Waddingham hat because of R ich's commitment to his private practice he simply can't meet the demands that are coming d( wn the road for the future" Jackson explained Berkley w ill be working full time Jackson stated that contrary to nationwide statistics crime in Utah is increasing by approximately 145°e per year Nationwide crime is decreasing b about lO'o per ear "Crime in rural I 'tah is rising at a faster pace" Jackson stated Jackson explained that he needs other full time deputy not only because of the increase in crime but also because the Millard County Sheriffs Office is placing more emphasis on speed control which is taking more time from the County Attorney "s Office to prosecute cases When Jackson became County Attorney in 1991 three full time attorneys worked in the Countv Attorney's Of Since then the only time there has three full time attorney s w as the ear ens worked as a full time Deputy Counts Attorney Berkley said he and Anderson conditional u: permit on land located about two miles norm of Fillmore Murphy then announced during Monday's regular County Commission meeting in Fillmore that MTC had been invited by the Mayor Jer F' BnnkerholTand the Fillmore City Council to build a private prison inside the city limits of Fillmore MFC already had an option to pua'hase 8 acres of land in the Fillmore Industrial Park A letter to MFC from the Mayor and City Council slated that if MTC built a facility on the outskirts of Fillmore it w ould impact the city w ithout giv ing the city the benefit of taxes or the purchase of water DWR hires new Wildlife Biologist By Derin Phelps Sean Kelly is the new Millard County ildlife Biologist for the Utah Div ision of ildlife Resources iDW R) He started his new position Jan 27 Kelly's duties will include collecting data on herd numbers and sex ratios He w ill also be setting tag quotas for different management units Other duties clude depredation work and mitigation for deer and elk damage KeJIy is not a conservation officer like Brent Olson in Fillmore or Brent Famsworth in Delta but he will be working closely with them He replaces Norm Bow den who recently retired after 27 years of service His duty area will coverall of Millard County and parts of Beaver Sevier and Juab Counties Kelly "s supervisor is Jeff Brandison in Cedar City Kelly 's most recent position was as a biologist for Descret Cattle and Citrus in Florida Other past experience includes work in Idaho with livestock While there he w as inv olv ed in elk and cattle competition and mitigated damages He has considerable experience in range science growing plants and crops horticulture and beef cattle management Kelly also has experience in forestry He considers himself a jack of all trades "The ranch pn page 3 By day from Brush Wellman: A diamond in the rough Derin Phelps The Topaz Mountains of Juab County which lie about 45 miles northwest of Delta hold one of the world's few known supplies of one of the strongest yet lightest metals The Brush fiestarted mining ry Ilium Company bcrtranditc ore there in early 1969 The ore is milled so bery llium metal can be gleaned from it Now known as Brush Wellman the mill located on US lighw ay 6 at Brush Wellman Rd and the mine located 47 miles west of the mill on Brush Wellman Rd will celebrate its 30th anniversary operating in Millard and Juab Counties in September "Preliminary work began in the mine understand in April of 1968" said Don McMillan Brush Wellman Director of Utah Operations According to Brush Wellman Mine Manager Greg Hawkins Professor Norm Williams of tbe University of Utah knew of fluorite and uranium deposits in the area of the Topaz Mountains He also knew through his geologic background that bery llium occurs in those kinds of mineral suites "He came out and looked in this area and was able to identify some of the beryllium mineralization" Hawkins said There was a literal land rush over 30 years ago to stake claims in this area much like the gold rush days in the California and Nevada areas but on a smaller scale" Over the years Brush Wellman has been able to acquire most of the beryllium properties in the West Desert Brush Weflman also imports beryl ore from countries like Brazil and China1: Beryllium is gleaned from both ores and then mixed together at the mill before being shipped to Brush Welhnan's plant in Elmore Ohio for further processing "The imported beryl ore is derived as By I COPY of Feldspar Mining" Hawkins explained "We get the reject beryl rock after the Brazilians and Chinese separate out the good quality gems" to 20" Hawkins explained that 10 of Brush Wellman's process involves ore The rest uses bertrandite ore bery To get to the bery Ilium the ores have to he reduced and digested into a blended clear liquid before the final product called Bery llium Hydroxide can be shipped Hawkins said it takes more energy and milling to convert the high grade bery ore to liquid than the lower grade bertrandite a ore The bertrandite ore was formed in cient times when hy drothcrmal flows of — ilS-r- saturated solution flowed into volcanic ashes that historically spewed into the air and formed geologic tuff layers near the crust of the earth Tuff is found anyfeet under the surwhere from face The tuff is w hat miners dig through to get to the bertrandite Since tuff is glass like it's very porus so water can pass through it easily Hawkins explained that the bertrandite is so fine it cannot be seen with the naked eye Brush Wellman called uses special instruments bery lomcters to find it Berylometers work somewhat in the reverse of a counter Miners in the pit take readings with field berylometers They mark sample j Tractor scrapes the tuff tor bertrandite ore at Brush Aifino JeT ' Wadmart's ri Topaz holes they drill wiihGPS units that mark the spots by coordinating the location with satellites in orbit This information is then placed into a computer and maps of the mine are made The bery lomcters can determine w hat grade the bertrandite ore is in IS seconds According to Carla Spadaro Geo Tech at the mine computer generated maps are used to tell heavy equipment operators where and how deep to mine According to Mine Tech Crandall Nielson beryllium gives off neutrons when it's subjected to Gamma Rays The bery lometer measures the neutrons and determines how much bery Ilium is in the tufT being probed The ore is not only examined in the mine pit Nielson lakes the samples into the mine lab and dries them After samples are completely dry Nielson puts them into an assay which is a large lab bery lometer bery lometer that can giv e a more accurate determination of the amount of bery Ilium inside the ore than the field bery lometer can do "BcO actually is what we assay Ilium Oxide" Nielson said Each mine pit can have any w here from 7000 to 10000 samples Brush Wellman has identified more than 60 cars of beryllium reserves in the Juab County West Desert Such a large deposit of a mineral is unusual in the mining industry The mine provides more than 60 of the world's bery Ilium "The open pit mine we have is the mine deposit of only commercial bertrandite m the world" McMillan said "There's no other like it It's the largest commercial operating deposit of bery on the face of the earth" The area of the mine site is encompassed by federal mining claims and state mineral leases Several thousand acres of A dose-v- p wet view of freshly mined bertrandite ore The texture is similar to day land are under claims and leases Brush cllman pays annually $100 per claim to the BLM Slate leases are various prices depending on the surface area they cover Reclamation is high on Brush Wellman's priority list One of the company 's challenges is to get plants to grow in the high alkaline soil of the West Desert Brush etlman covers its mining areas with approximately six inches of lopsoil and about eight varieties of native seeds when mining operations are completed Hawkins said Brush bellman staff have learned which species of plants will best survive in high sodium soil The company has tested an cxtensiv e ariety of plants and reclamation 2 maior methods and identified species that are very successful In the early 80s the law demanded miners to reclaim any land the disturbed Brush Wellman then began working with the Utah Div ision of Oil das and Minenls and the Bl M to establish reclamation efforts They agreed to maintain a reclamation program that resulted in immediate phase reclamation of inactive mined areas "Part of what determines the success of a reclamation program is the quality of soil and the amount of moisture you get" Haw kins explained Brush W cllman has learned over the ears See Brush Mine on page 3
