the 1999 legislative session thought I might take a moment to brie you on a couple issues First over the last few months you have probably become aware of the banking and credit union issue Both sides of this issue have spent quite a bit of money advertising their respective messages on tv radio and in the newspaper With all of this conflicting information it becomes very difficult to decipher truth from "political" rhetoric As your representative I have a responsibility to hear both sides of this issue and to make a decision that best serves the people of my district Currently the banking credit union issues is in the Senate and is not something the House of Representatives is dealing with However get several calls a day from constituents concerned that the legislature will be voting to take your right away to join a credit union Please let me assure you that is not what is at issues You will not loose this right and your credit union will remain viable believe that ultimately there will be negotiated agreement between the banks and the credit unions on this issue that will meet everyone's needs and concerns am very excited about what am seeing happen in education this year We are dealing with what consider the foundation of our educational system Reading and well prepared teachers The reading goal is to ensure that all Utah students are reading on or above grade level by the end of the third grade The legislature will provide funding support to help students who need additional instruction to reach reading proficiency Accountability measures for schools will also be developed to report how well schools progress in meeting leading standards Presently thirty six percent of the third graders in Utah are reading below grade level Research has found that if a student reads below grade level when leaving third grade that these students have a very difficult time ever being successful in school It has also been shown that the greatest indicator of a person ending up in the criminal justice system is their third grade reading score If a child has poor reading skills it is going to be very difficult for them to function in the high tech information society we are moving into To ensure the highest quality teacher possible we are looking at three areas Pre service training certification standards and Professional development Pre service training is the college training a teacher receive s before being certified by the state and moving into the classroom The goal is to make it more demanding for a student to be accepted into a school of education Currently to be certified to teach in Utah you must receive an education degree be finger printed and have a criminal background check done What we are trying to accomplish at the legislature this session is make the teaching profession like most any other profession To become a lawyer one must pass the bar exam to become an insurance agent one must pass an insurance class and
