in Las Vegas stopped in Delta last week to share some of their findings and explain what they're doing A group of paleontologists from around the world were in Millard County last month and are searching areas in Asia and North America trying to unravel the mysteries of the earth's past as part of the symposium Michael Taylor Research Geologist with the US Geological Survey and Mikhail K Apollonov of the Chief Regional Geology Laboratory of the Institute of Geological Sciences at the National Academy of Sciences for the Republic of Kazakstan separated Grom a larger group in Millard County and spent several days last week combing the West Desert for signs of pre historic aquatic life Taylor is from Denver and Apollonov lives in an independent state of the former Soviet Union Taylor said members of the symposium have been trying to develop standard geographic systems for this area and have been comparing findings in the western United States with those in Kazakstan Areas studied in Millard County included the Central House Mountain Range Antelope Spring the WahWahs Kings Canyon and the Confusion Mountain Range Taylor said he and Apol County Assesor Jim Talbot (I) and Sharon Prows (r ) are taking pictures of West Millard area properties Assessor’s Office to photograph West Millard properties By Derin Phelps The Millard County Assessor’s Office has begun a campaign to photoin West Millard graph properties County Photographing began in June and will last through September County Assessor Jim Talbot said he wants area residents to be aware of what his office is doing so no one will be alarmed or concerned The Assessor’s Office sent out questionnaires around the first of May to West Millard County property and home owners The questionnaires were designed to give Talbot’s office an idea of property values Susan Duncan in the Assessor's Office said there was a very good response to the questionnaires According to Talbot the Assessor’s Office will take photographs of houses gather old records and run that information through a computer with the results of the questionnaires Talbot said his office is also doing a study of home sales to calculate this year’s property tax rates Actual sales will be run through the computer and compared with computer estimates Talbot will calculate a local market modifier which is applied to every house to assess the taxable value Talbot said he is recalculating information on tax rates because the state legislature passed a law requiring counties to property every five years He also said the Utah State Tax Commission docs a sales ration study "They collect sales on houses” Tal bot ex pi ained "Then they look to see what I have on my books The information they get from there determines whether or not they order a factor" Talbot explained that a factor is an adjustment the state orders him to make to property values if his estimate is too high or too low For example if the state says Talbot is 10 percent too low the slate will order him to factor the tax rate up 10 percent If Talbot’s too high the slate will order him to decrease taxes by 10 percent Preliminary figures indicate a possible 15 percent increase in property values in the West Millard County area according to Talbot He said that docs not necessarily mean taxes will go up because the legislature passed a law this year to increase the property owner’s exemption to 45 percent from 32 per- cent Last year taxes were paid on 68 percent of the market value This year taxes will be paid on 55 percent of the market value There at Las Vegas and attracted approximately 150 international scientists Taylor and Apollonov decided to explore an area from the Wasatch Front to the Mountain Range after the symposium They referred to this entire area as "The Great Basin” Taylor said there are many similarities between what he and other international paleontologists are finding in "The Great Basin" including Millard County to what he found several years ago on a trip to Kazakstan Apollonov spent about two weeks studying in Millard County Taylor said he met a paleontology field trip at Tonapah Nevada and eventually joined Apollonov in Millard County C ambrian and Ordovician rocks are the main subjects of the study Cambrian and Ordovician are the names paleontologists have given to different time periods of the earth According to Taylor time periods are differentiated by a particular type of life found inside rocks Apollonov (I) and Michael Mikhail K Elements from a deep water environment have been found in the
