Gary Hone approached by Tony Dcarden to do the electrical work at the firehouse in Garrison The Commissioners agreed that Mr Hone is much too busy to do the work on county time Mr Hone will speak with Mr Dcarden about doing the work on his personal time The Commissioners thanked Gary for the work that he does for the county - The matter of appointing registration agents and judges was tabled The item will be on the agenda for June 8 1992 - Substantial discussion was had on the revision of the contract for the bowling alley There will be no alcoholic beverages sold at the bowling ley Attorney LeRay Jackson will get with Mike Holdaway and review the contract Commissioner Moon made the motion to approve and sign the contract for the County Brand Inspection Agreement The vote was unanimous - Commissioner Moon mad the motion to sign the refunding of Industrial Revenue Bond for Brush Wellman The vote was unanimous - Leo Lyman and Linda Newell discussed with the Commissioners their proposal for the Millard County portion of the Centennial book - Commissioner Moon made the motion to approve the proposal of $21 000 to be paid over a period of three years The vote was unanimous Attorney LeRay Jackson will work with Mr Lyman and Ms Newell on a written contract - Commissioner Moon made the motion to sign the contract on Abraham Canal Bridge Project The vote was unanimous the CommissionerBakerexecuted contract modification for the Kanosh Road Project Auditor Hansen gave and Attorney Jackson a letter from 1HC stating the pharmacy reimbursement changes - A bill was approved for the Weed Department for $5075 - Approval was made that the amount of $479 to be used as a debit against an outstanding credit at Oasis Seed regarding the purchase of insecticide for the Weed Department - Commissioner Moon made the motion that the meeting go into executive session with Jerry Reagan Auditor John Hansen Robyn Pearson and Attorney LeRay Jackson present The vote was unanimous - Commissioner Baker made the motion that the meeting come out of Executive Session The vote was unanimous Discussed in executive session were personnel problems and building problems Discussion was had on the percentage of “Revenue Sharing” funds to be disbursed to the towns within the county Auditor Hansen needs to inform the towns so they can do their individual budgets It was determined to have 80 percent disbursed in July and the balance of the amount collected as determined by the Treasurer when 1992’s percentage of tax collection has been completed No more than the amount collected will be distributed Attorney Jackson also informed those present that an “interlocal cooperation agreement” had to be completed and delivered to the county by each of the involved entities prior to any funds being released - Commissioner Brinkerhoff asked Gary Hone if it would be possible for him to mow at the property on Main Street in Fillmore that the county acquired from the Church of Jesus Christ Saints and also the June of Day house Present for the discussion on the Mountain Fuel Building permits was Fillmore City Mayor Keith Gillins Mike Shaw Mountain Fuel and Jerry Reagan Mayor Gillins questioned the Commissioners if Millard County will be responsible for the inspecting of every home for the installation of natural gas for Mountain Fuel Fillmore City Council had met with representatives from Mountain Fuel it was their understanding that Mountain Fuel would be doing their own inspection and there was no need for the city to engage a person for the inspections Mike Shaw Mountain stated that there Fuel representative will be no hookups if the home docs not meet the code after inspection by Mountain Fuel In the recent Chronicle Progress article dated May 7 1992 it stated that the owners of units that do not pass the Mountain Fuel inspection be required to obtain a permit from the county building Millard County has an department interlocal agreement with Delta Hinckley and Scipio The other towns would be responsible for their own permits The final plans for the new court facility have been approved and signed by Paul Plait of the Stale Court Administrator’s office The Commissioners approved payment to PGA&W for $2610000 Mr Ames discussed with the Commissioners the bidding process that will take place on June 15 1992 at 1:30 Gary Hone informed the Commissioners of the problem with the dog house on top of the swimming pool in Fillmore It is falling apart Mr Ames and Mr Hone feel that it is a workmanship defect and should be covered by the The actions following took place In criminal cases In Fourth Circuit Court Fillmore Court House Friday May 29th 1992: - George H Richards appeared for sentencing on charges of DUI a class B After review of Adult misdemeanor Probation and Parole’s report Defendant was sentenced to a fine of $ 000 w ith a S850 surcharge and six months to be served in the Millard County Jail Execution of sentence was stayed and Defendant was placed on probation for twelve months ordered to pay $400 plus a $340 surcharge and is to complete 40 hours of community service in lieu of 10 days in Millard County Jail Defendant was also ordered to obtain mandatory alcohol and drug evaluation and ordered to follow all recommendations - Paula Kaye Haggard appeared for sentencing on several cases: Passing a Bad Check a class B misdemeanor Attempted Forgery a class a misdemeanor Defendant was sentenced to a $1000 fine plus $850 surcharge and six months in Millard County Jail on the first charge and fined $2500 plus $2125 surcharge plus twelve months in Millard County Jail on the second charge Defendant was placed on 36 months probation and execution of sentence was stayed all but for $200 fine and $170surcharge for charge and afinc of $500 plus a surcharge of $450 on charge two Restitution in the amounts of $22550 and $98 were ordered to be paid Defendant was ordered to serve seven days in Millard County Jail with credit for time served Defendant was ordered to obtain a mental health evaluation - Danny Eric Swan appeared for sentencing on Domestic Assault a class B misdemeanor Defendant was sentenced to $1000 fine plus a $850 surcharge and six months in the Millard County Jail Defendant was placed on twelve months probation with the Court Execution of sentence was stayed while Defendant is involved in several abuse treatment programs Defendant is ordered to attend all classes and complete the programs -
