a new manager for the Plaza Lanes Bowling Center in Delta Utah While certain elements of the hiring are still in negotiation Commissioner Frank Baker stated that the new manager Mike Holdaway 24 of Orem Utah will be taking the position Mr Holdaway has owned and operated several bowling alleys in the past most recently managing the Red Garter Utah Bowling Center in Wendovcr which is may be converted to a gambling the the M aple Lanes casino and Bowling Center in Orem with his father Earl Mr Holdaway will continue to operate his Orem operation The Commissioners stated that the decision to hire Holdaway was based cm made by three the recommendations bowling officials included in the interviewing process: Eleanor Dalton Jim Nickle and Roger Young also affirmed The Commissioners that they have offered employment of up to 20 hours per week to a female friend of the new manager Her duties will be general in nature The new manager will working four shifts from Monday through Friday then commuting to Orem over the weekend "His first responsibility will be Millard County” assured Commissioner Baker "He is not going to leave if any of the machines aren't working" Commissioner Moon stated that no local people will be affected by the hiring of the “girlfriend" that there will be plenty of work for all to share “It will work out fine" Moon stated It was also stated that the new Sharing OK Kate Hellenbrand Utah’s attorney general’s office has issued an informal opinion regarding Millard County’s controversial horizontal revenue sharing proposal passed in last year’s general election th 992 In a letter dated February Rick Carlton assistant attorney general says: “Millard County's revenue sharing proposal appears acceptable even in light of the fact that not all of its residents live within one of the existing municipalities Millard County’s revenue sharing proposal was placed on the ballot in the November 1991 general election where presumably all Millard County residents were ablcl to voice their opinion regarding the revenue sharing proposal Additionally the resolution contains certain restrictions For example the tax cannot be raised above a certain ceiling without a majority vote of the county's general electorate Further the authority to levy the tax automatically sunsets after ten years In other words even though some may not directly benefit from the shared revenue or have any further say as to how the revenue is spent they participated in the initial decision as to whether Millard County should revenue share and they will again be able to voice their opinion when the proposal comes up for renewal Therefore it does not appear that the Millard County residents not living within one of the existing municipalities will be taxed without
